The ideal candidate for this position will have knowledge and/or experience in all phases of the acquisition life cycle, to include administration of contracts using the Federal Acquisition Regulation (FAR). The candidate would possess knowledge in various contract types to include firm-fixed-price, time-and-materials and cost reimbursement. The level of experience will vary by grade level.

To qualify for this Contract Specialist position at the IC-09 level, you must possess one full year of specialized experience equivalent to at least the IC-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Assisting with acquisition solutions or source selection plans;
Applying contracting procurement, policies, and regulations in preparing and/or awarding contracts; and
Using price analysis and negotiation techniques in the procurement process.
To qualify for this Contract Specialist position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Supplying direction and instruction of contracting and procurement policies and regulations; and
Making recommendations on each phase of the acquisition life cycle; and
Providing assisted guidance, as a mid-level advisor, to program stakeholders/customers when they begin to prepare documentation for acquisition package(s).

This position will require FAC-C certification which is mandated by DHS policy for Contract Specialist series 1102 positions. DAWIA Certification Conversion: DHS recognizes current DAWIA certifications as equivalent to FAC-C at the same level as long as the individual has met the education and experience requirements
