Duties
The major duties include but are not limited to:
Serve as an integral member of the WCAO management team to provide substantive administrative advice for decisions affecting activities supporting project and program efforts.
Establish and manage overall administrative policies and goals that assure compliance with applicable regulations and laws.
Develop and execute a human resources management program for the WCAO to effectively utilize the workforce through positive position management, classification, staffing, employee development, employee relations, incentive awards, performance evaluations, records, and reports.
Manage a full range of property and procurement activities for the WCAO covering materials, supplies, and services.
Monitor EEO affirmative action plan, meeting, and consulting regularly with managers, supervisors, and staff to locate and define potential EEO problems, draft action items to correct concerns, recommend changes or new actions that affect EEO, and interpret personnel regulations or principles on EEO issues for operating officials and employees.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience in at least three (3) of the following duties: 1. Working with human resource specialists coordinating and preparing recruitment documents such as job analyses and position descriptions; 2. Preparing budget estimates and justifications; 3. Applying administrative policies and goals to assure compliance with applicable regulations and laws; 4. Acting as a primary point-of-contact for an organization for all administrative issues such as processing personnel actions, records management, time and attendance, and travel; 5. Managing, supervising, and/or directing the operations and activities of employees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/09/2024.

This position does not allow substituting education for experience.
