The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.
Duties
The Office of the IC Chief Data Officer requires an experienced officer with entrepreneurial spirit to serve on the IC Data Sharing and Interoperability Group-a new group focused on driving engaging and collaborative data partnerships across the IC, with industry, DoD, and others that advance strategic and mission outcomes.
Engage and influence key stakeholders to support the National Intelligence Strategy, the IC Data Strategy, and cross IC and DoD data, analytics, and AI objectives.
Drive collaboration with key offices across the IC and US Government, particularly DoD CDAO, OUD/I&C, and the Joint Staff J2 and others, to inform policy and activities around CJADC2 and data, analytics, and AI efforts and deconflict issues with intelligence equities or authorities.
Collaborate with key IC, DoD, and ODNI offices to enable improved access and integration of new data and AI capabilities for use by mission with a focus on rapid onboarding of private sector capabilities, tools, and algorithms.
Define and lead a strategic plan for the OIC CDO to maximize value from collaborative relationships across a wide-range of non-IC partners, to include academia, venture capital, and private industry.
Lead, manage, and organize U.S. Government working groups, meetings, boards, and other forums to exchange information, develop recommendations, resolve issues, and implement specific policies regarding partner relations issues.
Promote data interoperability for the IC by facilitating intelligence integration and effective coordination across the OIC CDO with SoCCs like-but not limited to-IC Data Services, IC GovCloud, CloudWorks, etc., to inform data and related AI tradecraft and architectural requirements base on industry best practices and partner (DoD, foreign, private sector, academia) needs.
Guide the planning, preparation, and presentation of briefing papers, meeting guidance, and other related information on partner information sharing issues, partner relationships, and policies for senior leaders.
Assist in the formulation, development, production, and evaluation of a broad range of policies, processes, and guidance on subject areas, including mission enabling functions and intelligence oversight disciplines, and communicate these policies, processes, and guidelines to community stakeholders.
Engage and facilitate collaborative activities with partners and other government agencies; as requested, represent the organization in interagency working groups, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks with these organizations.
Initiate and ensure effective communication, coordination, and follow-up actions with subordinate elements.
Qualifications
Expert experience with and knowledge of the IC, intelligence policy, intelligence operations, and situational awareness.
Expert knowledge and extensive experience working with individual partners including foreign, military, federal, state,
local, tribal entities, and/or private sector partners.
Expert experience and knowledge of inter-agency coordination and operations to sustain effective working relationships with other U.S. Government departments, agencies, and centers.
Expert experience and knowledge of effective working relationships with foreign governments (i.e., intelligence services, law enforcement, military, ministries, etc.) with emphasis on counterintelligence, security procedures, and official policy guidelines on relationships with foreign liaison service.
Superior ability to lead and support cooperative relationships within the U.S. Government and partners in protecting the U.S. and its interests abroad.
Expert knowledge of intelligence analysis, consensus building, as well as the application and integration of utilizing cooperative relationships within the IC, U.S. Government, and foreign partners in protecting the U.S. and its interest abroad.
Superior ability to develop effective plans for complex interagency projects, taking into account a diverse range of considerations and ensuring that the activities can be successfully completed.
Superior ability to manage sensitive matters and/or complex problems, make key contributions to group efforts, and exercise appropriate leadership and initiative.
Superior interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment.
Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as demonstrated ability to integrate and build upon diverse opinions in a manner that encourages the development of integrated solutions and way ahead strategies.

Ten years of experience leading strategic planning, managing, and directing the successful efforts of a government or private organization or sixteen or more years of experience in technical collection, collection system development, requirements policy development and requirements management.
Bachelor's degree or equivalent experience as determined by mission specialty area.
