The New Jersey VA Healthcare system, Lyons location is currently recruiting for a Program Assistant position. The Extended Care Program Assistant acts as a technical assistant to the Associate Chief of Staff (ACOS) of Extended Care and the Administrative Officer (AO) for Extended Care to ensure efficient operation of the Extended Care Business Office and the Extended Care Service Line.
Duties
Data Collection and Tracking
Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of all the Extended Care programs which includes; Hospice and Palliative Care, Community Care, HBPC, to include Rural Health and Medical Foster Home, Social Work support as well as supporting the operations and staff in the Community Living Center (CLC).
The incumbent maintains databases and spreadsheets, tracks consults and their outcomes. Assists in the planning, review and reporting of data/statistical results of program/project studies. Establishes protocols for and reporting of data/statistical results of program/project studies. Establishes protocols for incoming data, organizes computerized data sets, and retrieves computerized data.
Performs a basic analysis of data and generates a variety of reports. Evaluates documents and data collection forms. Coordinates incoming data from a variety of sources. Review documents, reports, and/or applications for omissions and inconsistencies, and ensures data entry is complete and accurate.
Supports quality improvement activities through data collection and completes administrative requirements, reports, and event planning. Incumbent also performs data collection and reporting functions for other programs in the Extended Care Service line.
EmployeeEducationCoordination
Incumbent monitors staff completion of all mandatory education requirements. Incumbent works with Extended Care staff to remind them of education opportunities and find appropriate training. Monitors and enters staff training into the TMS system. Enters training requests into the SF-$182 share folder for the service and serves as the liaison with Human Resource and Education Service to facilitate employee applications for funding. Troubleshoots electronic training problems and trains staff on use of the online education modules.
Human Resources: Recruitment, Orientation, Boarding and Licensing
Incumbent is responsible for collecting resumes and scheduling interviews for openings in Extended Care. Once applicants are offered positions, incumbent works with Human Resources to schedule start dates and serves as a liaison between the new hire and Human Resources, ensuring that the hiring process proceeds smoothly and all requirements are met prior to start date. Incumbent completes SF-52 for new hires as well as for any changes to existing staff.
Medical Coverage Coordination
Incumbent serves as the coordinator for the off-tour coverage of the VA NJ HealthCare System Lyons Campus. VA NJ policy MS-04 requires a medical physician to be on station 24 hours a day, 7 days a week. Incumbent coordinates the hiring, scheduling, and time and attendance for the Medical Officers Of the Day (MODs). Incumbent serves as a liaison with the Medical Administrative Assistants (MAAs), Medical Administrative Service, to coordinate on-call schedules.
ADPAC
Incumbent deals with all computer and technology related issues for Extended Care. This includes troubleshooting technical problems with hardware and software, serving as Extended Care representative to Information Management Service on various committees and workgroups, and participating in the rollout of any new information management initiatives.
Correspondence and Minutes
Incumbent completes clerical and correspondence duties as assigned. Incumbent is specifically responsible for twice-weekly Nursing Home Screening Committee minutes which must be completed and circulated immediately following Screening Committee meetings. Incumbent also works on letters responding to patients, families, and outside stakeholders such as Congress and Veterans Service Organizations.
Program Resources. Services and Support
Performs work related to the acquisition and/or development of program information and resource materials/personnel to support the policy development and/or technical activities of Extended Care. Incumbent is responsible for assisting the AO in creation and/or implementation and enforcement of new Standard Operating Procedures/Protocols, as well as 'for adherence to these SOPs. Incumbent works with all Extended Care staff towards compliance with SOPs, and is responsible for educating MODs on these procedures and protocols.
Customer Service
Answers telephone calls throughout the day and to cover all phone calls when the secretary is out. Deal with internal and external customers to include patient and family concerns. Contact with patients and/or family is largely done through phone contact, writing letters and/or in person.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience monitoring and maintaining computer databases to monitor different programs. Comprehensive experience analyzing and evaluated data collected in programs. Experience collecting and drafting information for brochures, booklets and fact sheets. Extensive experience as a timekeeper. Experience assembling and organizing data and information on programs for meetings, hearings, briefings and reports. Knowledge and ability to organize information into tables, charts and presentations. Creating and maintaining monthly reports. Comprehensive experience using different Microsoft office suite programs (Word, Excel, PowerPoint, Access). Knowledge of the major issues, program goals and objectives of the VA New Jersey Health Care System and OPM in order to have a benchmark for quality measurement and improvement. Knowledge regarding facility policies and procedures in order to be in compliance with the VA standards and regulations. Knowledge and a basic foundation of administrative concepts and practices to enable them to recommend changes in administrative policies, devise and install procedures and office practices affecting subordinate organizations and foresee administrative problems and requirements.
