This position serves as a Budget Technician for the Atlanta VA Healthcare System (AVAHCS) Fiscal Services department, and assists the department in planning, maintaining and reporting on facility and service line budget balances and expenditures.

Duties

Duties for this position may include, but are not limited to: Processing a wide variety of documents which are governed by a complex set of regulations and procedures. Participates in the fund distribution process and controls and reviews assigned areas at the planning, apportionment and allotment stages. Assists in the preparation of monthly budget projections based on underlying policy assumptions and facility guidelines. Reviews actual obligations, outlays, and workload levels to highlight potential operating and financial problems. Investigates and explains deviations from the fiscal operating plans and program objectives. Develops monthly analyses of program actual and possible trends, with detailed explanation of significant deviations. Entering, modifying, retrieving, interpreting and deleting information in computer systems (IFCAP, FMS, IPPS, OTCNET). Independently interpreting regulations and applying them on a daily basis. Verifying balances, and reconciling various kids of transactions, listings, and interrelated reports (rejected lists). Locating discrepancies, determining the source of error, and taking timely corrective action. Assisting and training fund control point clerks and officials regarding information in IFCAP and FMS. Communicating effectively with individuals from widely diverse backgrounds with various levels of understanding while utilizing customer service principles. Verifying that transactions are properly processed and that information in FMS concurs with the running balance in IFCAP. Maintaining daily activity reports for all fund control points. Performs other duties as assigned. Work Schedule: Monday - Friday, 8 AM - 4:30 PM. Compressed/Flexible: Not Authorized Telework: (Ad-Hoc). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position, you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting in the formulation and development of an annual operating budget; Assisting in the recording of budgetary transactions for monthly reports; Assisting with researching and compiling cost data to formulate budget estimates; Reviewing budgetary transactions to ensure they meet funding requirements; Assisting with extracting budgetary data to input into financial reports; Assisting with analyzing, formulating, justifying, and revising annual budget estimates for salaries and operating funds; Operating a computer to complete electronic communications and spreadsheet analysis; Properly identifying, maintaining, and disposing of federal budget records; Providing information to customers regarding routine or procedural services on budgetary matters. Physical Requirements: Work is sedentary. Most tasks are performed while seated at a desk or table, although occasional walking and standing are required in visiting other offices, or in going to and from meetings and conferences.
