You will serve as a FUEL DISTRIBUTION SYSTEM WORKER in the NAVSUP FLEET LOGISTICS CENTER GUAM of NAVSUP FLC YOKO REG.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the NDAA Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Duties
You will operate gasoline or diesel powered vehicles with gross vehicle weight of 33,000 pounds transporting fuel throughout the facility and authorized customers. May operate other vehicles, such as vacuum trucks, and runway sweepers.
You will operate pumps/valves to load tank trucks with bulk lube oil, deliver oil to government facilities and ships located at the Fuel Department, deploying hose up to 100 feet and pumping into containers, and/or tanks.
You will perform the loading and unloading of commercial and government owned tanker trucks with diesel, jet fuel, lube oil, and fuel oil reclaim.
You will be tasked to measure the fuel quantities received, sold, stored, and transferred to fuel related equipment such as tanks, trucks, or ships.
You will perform general preventative and breakdown maintenance, such as painting, housekeeping of grounds, cleaning valve vaults, sumps, and other such duties as assigned.
Requirements

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may
be required to travel on military and commercial aircraft for extended periods of time
- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain
and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if
you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to successfully complete a pre-appointment physical examination.
- You must be able to obtain and maintain proper licensing and certifications (CDL A, B or C, HAZMAT) which includes a current valid UnitedStates
driver’s license and/or government operator permit.
- You will be required to drive tanker trucks, vacuum trucks, pendant boom trucks and runway sweepers. You will be required to operate forklifts. Government certification is required.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time.

This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: monitoring bulk storage and pump hose areas during fuel transfer operation to ascertain correct pressure, possible fuel leak, and proper position of valves, tank gauges, and switches.
