This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path (Acq Demo only) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: his Program Analyst, NH-0343-03 position is assigned to PEO, IEW&S BUSINESS MGT DIVISIONDISTR COMM GRD SYSTEM - ARMY - ARMY located at Aberdeen Proving Ground, MD.
Duties
Serves as an expert advisor to management concerning the analysis and evaluation of major administrative technical and program aspects of substantive mission-oriented programs.
Performs analysis, evaluation and oversight of all aspects of the planning, programming, budgeting and execution of major Project Management (PM) programs.
Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process.
Initiates action to ensure that cost, schedule procedures and policies are current and implemented.
Provides financial advisory services for a major segment of the PEO/PM budget for one or more funding lines or type of funds.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Business Financial Management within 60 months of entrance on duty.
- This position requires Financial Management Level 2 certified position must be able to obtain certification within 24 months of appointment.
- Must be able to obtain and maintain Secret Security clearance.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02).1) Performing program and budget functions supporting major program management acquisition programs within the organization; 2) Demonstrating experience with planning and budgeting data for Program Budget Briefs and variance reporting; 3) Providing financial advisory services for one or more funding lines or type of funds.
