The Facility Operations Specialist is responsible for providing facility management for a Park Unit with widely diversified infrastructure and operational complexity characterized by multiple developed areas within a park unit. This position is located in Dinosaur National Monument, in the Maintenance Division.

Duties

The Supervisory Facility Operations Specialist at Dinosaur National Monument manages the facilities and facility operations of the park through supervision of the Facilities Program. Park facilities include two classic Mission 66 historic districts comprised of visitor centers, employee housing areas, maintenance structures and yards, visitor campgrounds, substantial road networks with both paved and gravel roads, and infrastructure systems that provide essential services. Facilities also include dozens of wilderness camps located along the Green and Yampa rivers as well as constructed river put-ins and take-outs used by hundreds of recreational rafting groups that float the park's 110 river miles annually. Duty areas of the position are varied and include the following: Participation on the Leadership Team, which entails weekly meeting attendance and collaboration with the superintendent and the other program leaders in order to provide direction and oversight for all aspects of park management. Planning and accounting for the care of park assets, including the park fleet, in such manner that park operations are carried out efficiently and continuously. Project planning and management of moderate- to large-scale facility projects. Primary risk management and safety expertise and oversight for the Facilities Program, and assistance in these capacities for the entire Dinosaur National Monument operation and workforce. Management of the budget for the Facilities Program, which includes Base, FLREA, Housing and a variety of annual and biennial project funds, and collaboration with the Leadership Team on overall park budget management. Collaboration with Resources and Planning staffs to ensure completion of all aspects of environmental compliance (for example, National Environmental Policy Act, National Historic Preservation Act, etc.) for the substantial facility work carried out by the Facilities Program. Oversight of all aspects of personnel management in the Facilities Program, and direct supervision of several employees in the Program. AREA INFORMATION: Dinosaur National Monument is a spectacular 210,000-acre medium-sized park with mega-park values. Dinosaur has the most complete geologic record of any national park area and an internationally renowned display of Jurassic era dinosaur bones. The rugged landscape provides habitats that support a diverse assemblage of plants and animals and critical habitat for endangered species. People have been living on this landscape for over 10,000 years and the evidence of their activities can be seen in numerous rock art sites and homesteads. The whitewater rafting and magnificent scenery found in the canyons of the Green and Yampa rivers provide premier Western boating experiences. The Yampa is the only remaining large tributary in the Colorado River system that retains its free-flowing character. Dinosaur is over 90% recommended wilderness and was certified as a Dark Sky Park in 2019. Dinosaur National Monument spans a remote area of NE Utah and NW Colorado that is a 3.5 hour drive from Salt Lake City, Utah and a 6 hour drive from Denver, Colorado. The park headquarters is located 2 miles from Dinosaur, Colorado. The communities of Rangely, CO and Vernal, UT offer all amenities (hospital, schools, grocery, etc.) and are within commuting distance of headquarters located near Dinosaur, CO and the Quarry Visitor Center located near Jensen, UT. Qualifications

All qualifications must be met by the closing date of this announcement-12/09/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include: managing planning, organizing, and directing a complex maintenance operation; supervising multiple facility operations and maintenance activities such as roads, trails, building and quarters, utilities, custodial staff, grounds work, and facilities database management; ensuring completion of facilities management work through subordinate supervisory staff; developing annual and multi-year budget plans to ensure facility maintenance and project goals are met; serving as Contracting Officer Technical Representative (COTR) on government construction and service contracts; performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects; and communicating with management and internal and external constituents to address and gain support for facility operation needs. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
