This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent serves as an operations research analyst in the Warfighting Analysis Division (WAD), designing, developing, and executing Joint warfighting analyses of U.S., allied, and partner forces against potential adversaries.
Duties
As a OPERATIONS RESEARCH ANALYST at the GS-1515-11 some of your typical work assignments may include:
Designs, plans, research, performs, and supports modeling and simulation-based warfighting proficiency analyses spanning U.S., ally, and partner warfighting plans, options, concepts, and capabilities.
Conducts directed warfighting analytics in accordance with Defense Priorities.
Assesses warfighting proficiency (at mission and campaign levels) to evaluate, enhance, and advise on warfighting courses of action, joint warfighting capability mixes, and to develop detailed mission and campaign-level warfighting recommendations for Combatant Command planning, exercise, and experimentation staffs.
Designs, develops, research, operates, and maintains mission and campaign-level databases and data analysis tools that underpin studies within the division and across the DoD analytic community.
Supports principals and senior technical advisers on operational campaign effectiveness and warfighting proficiency.

Qualifications
This is a Career Ladder Position. If selected at the GS-11 level, the incumbent may be noncompetitively promoted to the GS-12 (JX13999) level, without further competition once time-in-grade, training, satisfactory performance, and other requirements of the higher-grade level are met. The duties and responsibilities of this position are essentially the same as those on PD JX13999 identified above, except the incumbent is under closer supervision, and receives more detailed instructions. As the incumbent progresses, the amount of supervision and instructions are gradually reduced.
You may qualify at the GS-11 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below:
Applying a wide range of advanced operations research methods to apply new analytic developments, methodologies, and research findings to broad studies often of an unprecedented nature;
Applying simulation and mathematical modeling methods to analyze problems in military, economic, scientific, or other complex fields;
Using statistical software (R, Python, or similar) to analyze large datasets and produce graphical and statistical insights to inform senior leader decision-making;
Interpreting and presenting complex mathematical or technical results to senior, non-technical audiences..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below:
REQUIRED: Degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
