THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a VISUAL INFORMATION SPECIALIST, Position Description Number PDD1590000 and is part of the WY Joint Forces Headquarters ARNG, Wyoming Army National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

Duties

This position is located in the Wyoming National Guard's Public Affairs Office. The purpose of the position is to plan, program, coordinate, and direct visual information through consultation, analysis, design, development, procurement, production, and/or reproduction of Visual Information (VI) products and services. May direct work to be accomplished by a Photographer and an Illustrator. Visual information consists of visual materials such as pamphlets, graphs and charts, diagrams, models, slides, live or video recorded speeches or lectures or web page designs. (1) Plans and administers the state's VI program. Oversees the development of immediate and long-term plans. Develops policies, directives, and standard operating procedures (SOP). Manages the state's VI architecture, ensuring all changes are properly documented. (2) Coordinates all activities related to the full range of VI products and services for the state such as still photography (photo-chemical and digital video), manual and computer-generated graphics, presentation services (conference rooms and classrooms), VI equipment and product loan, video (acquisition, production, post-production and duplication), audio (production and duplication), video teleconferencing, closed circuit television, and master antenna and cable television. (3) Directs design of unique projects from inception to completion through application of innovative solutions in the use of multimedia technologies. (4) Provides higher-level management with VI products, services, consultation, facilities (studio or presentation room) and equipment to support functional areas, to include command and control, training, logistics, medical, personnel, special operations, engineering, and public affairs. (5) Plans, designs, develops, tests, implements, and manages the Internet, Intranet, and Extranet activities, including systems/applications development and technical management of web sites. ** This is NOT an all-inclusive list of duties. **

Area 4: All current Drill Status Airmen and M-day soldiers of the Wyoming National Guard. Area 6: Current military members of the United States military branches or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. MILITARY GRADE Min: E-4/SPC, O-1/2LT (This is not a commissioning opportunity) Max: E-7/SFC, O-3/CPT Out-of-State enlisted applicant's military grade cannot exceed the maximum military grade authorized. DESCRIPTION OF WORK: Work involves communicating information through visual means (i.e., design and display of photographs, illustrations, diagrams, graphs, objects, models, slides, charts used in books, magazines, pamphlets, exhibits, live or video recorded speeches or lectures, and other means of communicating). Presents information in a visual form that will convey the intended message to, or have the desired effect on, the intended audience. MINIMUM REQUIREMENTS: Must possess experience, education or training in a variety of principles of visual design. Knowledge of various visual and communication information. Experience using computer graphics software packages to produce printed material, establish formats, and ready-made images using artistic judgment. Experience operating and maintaining various types of visual equipment such as motion picture equipment, slide and still embossing equipment. Ability to determine the best method and media to accomplish a design and to develop and produce a variety of requested visual products. Experience planning and managing the preparation and use of photographs, illustrations, drawings and various kinds of visual material for use in communicating information through visual means. Knowledge of various methods of visual display and the ability to present information in a visual form that will convey the intended message to, or have the desired effect on, the intended audience. Experience using computer and automation systems. Due to the concentration of National Guard Visual Information series 1084 positions at the GS-11 level, 1-year specialized experience equivalent to at least GS-09 is included in the minimum qualification requirements. SPECIALIZED EXPERIENCE: Must possess at least one year experience, education, or training equivalent to a GS-9 involving a thorough knowledge of visual information and other means of communicating through information management. Experience which provided a broad knowledge of principles and techniques associated with complex visual design, specialized fields of illustrating, photography and exhibits. Experience forecasting appropriate visual media for projects being represented to the public. Experience consulting with officials to determine concepts, visual direction, and transmission of information conveying organization's message. ADDITIONAL EXPERIENCE REQUIREMENTs: Must possess experience with Adobe Illustrator, EnDesign and Photoshop. Must possess experience with DSLR Camera for Studio Photography. NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) Thorough knowledge of visual arts, video graphic, and photographic methods and techniques as well as thorough knowledge of the subject matter supported or depicted to plan visual products and services that interpret subject matter content. Knowledge of the National Guard mission and functions to develop original designs, concepts, or visual styles for publications, exhibits, or presentation material that present to the public the ideas of image desired, evoke certain viewer responses, or reduce the cost of production, installation, or maintenance of the visual product. Knowledge of and skill in applying current Internet technologies, standard Internet protocols, Internet server operations and operating systems that enable all potential users to access information contained on the Web pages.
