Duties
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION***
The primary purpose of this position will serve as the principal advisor and coordinator in the areas of EEO, Affirmative Employment, the Civil Rights External Programs, Diversity Management and ADR-Mediation. Duties will include but may not be limited to the following:
Advises senior management on EEO issues/problems, EEO laws, regulations, and policies.
Analyzes and addresses workplace conflicts, EEO complaints, and barriers to EEO.
Recommends ADR and coordinates ADR complaints resolved with legal advisor.
Contacts supervisors/managers and obtains information, documents, and signatures that supports management's decisions and actions.
Assists individuals and groups in resolving employment disputes. Provides assistance to managers, employees, and groups to resolve sensitive and often moderately complex work-related issues and disputes.
Conducts studies and analysis to identify program goals that may conflict with policies and practices, disciplinary and adverse actions, reassignments, job training, sexual harassment, and reprisal based on factors of race, religion, national origin, sex, age, and disability. Gathers program data that reflect the effectiveness and efficiency and recommend EEO process improvements.
Applies knowledge of human resources management practices including recruitment and selection methods, the use of employment agencies, promotion practices, disciplinary procedures, and functions of labor agreements.
Performs other duties as necessary.
Work Schedule: Monday-Friday, 8:00am - 4:30pm

Qualifications
SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes: coordinating and administering EEO program and providing advice and guidance to managers/supervisors related to EEO laws, regulations, and policies; analyzing and addressing workplace conflicts and EEO complaints and recommending dispute resolutions; conducting analytical and evaluative studies to identify process improvements on EEO program; and applying communication skills, both in writing and in-person. OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR
COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate-level education (in excess of 2 years) and specialized experience as described above may be used to meet total qualification requirements.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. PHYSICAL REQUIREMENTS: Regular and recurring work generally involves sitting at a desk, sitting in conferences and meetings, except for occasional visits to facility work sites. Occasional use of automobile and public conveyance may be required during visits to meetings and performing mediation and training. No physical exertion is required.
