About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6NFAA US ARMY MANEUVER CENTER OF EXCELLENCE.

Duties

Provide security support for or administer two or more intelligence-related security programs. Perform a variety of security duties related to the safeguard of personnel, classified information and equipment. Participate in or conduct inspections and surveys, evaluates findings, and makes recommendations for corrective action. Participate in or executes periodic inventories of classified documents, equipment, and miscellaneous sensitive material. Participate in or conduct preliminary inquiries of potential security violations. Ensure control measures to safeguard and prevent loss of classified material are in place and updated as required. Determine the adequacy of current investigations and decides whether an interim security clearance should be granted or denied. Evaluate the authenticity, veracity, and pertinence of data to the case at hand and requests additional investigations or develops other information as needed. Support implementation of security measures, conduct risk assessments, and monitor compliance to ensure the protection of facilities, assets and personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require Temporary Duty (TDY) travel up to 25% of the time.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. For more information, see note below in Additional Information.
  • Two year trial/probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Experience reviewing and evaluating personnel security investigations. AND 2) Experience participating in security inspections and/or surveys. AND 3) Experience assisting with the receipt, storage, and/or destruction of classified material. AND 4) Experience interpreting and implementing principles, concepts and practices related to multiple security disciplines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. OR Education: A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
