The Financial Technician is responsible for processing travel and maintenance of the government travel card program and performs accounting duties such as creation of lines of accounting and cost transfers and budget duties such as travel budget development, monitoring, and reporting that are associated with the full performance of travel coordination. Supports accounting, budget, and automated data processing applications coordinator (ADPAC) functions related to temporary duty travel.

Duties

This announcement will close at 11:59 pm (EST), December 2, 2024 OR at 11:59 pm (EST) on the day 75 applications are received, whichever comes first. Major duties include, but are not limited to the following: Accounting and Budget Technical Examines, verifies, and maintains financial accounts and accounting data and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data. Receives and analyzes various types of documents to determine validity, budget expenditure impact, completeness, and correctness of the budgetary data. Determines proper cost centers, budget object codes, appropriations, and fund control points to be entered into the financial system of record. All documents must be reviewed for accuracy prior to obligation of funds. Temporary Duty Travel Coordination Reviews federal travel regulations and VA travel policies to ensure that the correct entitlements are approved for each traveler. Serves as the administrator for the travel management system, creating and maintaining accounts, creating routing lists for approvals, resetting passwords and assigning appropriate access levels. Assists customers in entering requests for supervisory and SES approval for temporary duty travel (TOY) in compliance with VA travel policy. Creates and/or reviews travel authorizations in the travel management system, outlining the entitlements for each employee and ensuring that all required supporting documentation is attached. Government Travel Card Program Management Manages the Employee Travel Card Program and ensures the integrity of the card program. Oversees and performs account maintenance such as initiating applications, increasing and decreasing limits, and cancelling or transferring cards. Maintains physical security of travel cards that are sent from the bank until they are issued to the user. Conducts audits of card activity to include but not limited to misuse of the card during periods of non-travel, unauthorized expenditures during travel, non-payment and delinquent accounts. Program Research and Support Researches and interprets which appropriation and fund a document and subsequent accounting transactions will affect. Works with customers to ensure mission needs are met with adhering to travel regulations and policies Communicates with customers in a courteous and respectful manner to assist them with their travel needs and provides timely information on status of travel requests and policy and procedures which will affect travel Work Schedule: Monday-Friday, 8:00am-4:30pm Ad Hoc Telework: Telework that occurs on an occasional, non-routine basis. Telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating and reviewing travel authorizations and vouchers in Concur Government Edition; processing automated travel requests; experience using Federal Travel Regulation (FTR), temporary duty procedures, Permanent Change of Station (PCS) accounting, VHA Financial Policies related to travel and the travel card program, VA and VHA accounting and budget policies, and local travel policies; experience using automated accounting systems. You will be rated on the following Competencies for this position: Attention to DetailCritical ThinkingCustomer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving automobile, etc. No special physical demands are required to perform the work.
