THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Duties

The primary purpose of the position is analysis of supply management procedures, services, and directives and supervision of subordinates that constitutes less than 25% of the time. 1. Manages the Retail Supply Standard Army Management Information System (STAMIS) in the Material Management Branch. Reviews, analyzes, and interprets supply directives and guidelines to formulate and implement effective operating procedures to achieve optimum logistical support. Develops criteria and administers procedures to affect and ensure the validity of the quality assurance programs within the branch. Performs analysis and assessment of logistical program requirements to eliminate problems and deficiencies. 2. Develops and establishes controls to ensure that results of workload requirements identify systemic problems and enhance mission accomplishment. Performs surveys and studies of branch supply operations to determine proper application of improved supply methods. Analyzes data input and statistics extracted from data processing systems to assure adequacy and accuracy of products and functions. Determines and analyzes trends in effectiveness and efficiency to be used for improving undesirable conditions, accountability of items, expenditure of funds, and management of resources within the branch. Oversees the preparation of budget estimates and maintenance of funds accounts for the branch. 3. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Performs other related duties as assigned.

Requirements

  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Must possess and maintain a valid driver's license.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the VTNG. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG Area IV: United States citizens BASIC REQUIREMENTS GS-09: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE GS-09: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience which includes Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Experience involving the control of supply stocks and accounting for equipment. Knowledge of supply functions, cataloging, maintenance, and disposal procedures. Experience in cost estimates, budgets, or funding management. Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support. Experience requiring person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. SUPERVISORY EXPERIENCE: Must have experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Education

Substitution of Education for Specialized Experience is allowed.

1) Qualifying based on education alone: Education may be substituted for specialized experience with a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: In order to qualify for this position using education, you must submit a copy of your official transcripts.
