Duties

Monitors and surveys the execution of the DLA Safety and Health program at the assigned activities within the serviced region. Provides implementation guidance to management using Federal, DoD and/or DLA safety policies and regulated program procedures, state and local codes, and host country requirements. Ensures implementation of all safety program requirements to prevent the accidental loss of resources, and recommends measures to eliminate or control hazardous practices and conditions which may cause mishaps. Executes the planning, monitoring, and ongoing evaluation of the organization's Safety Management Systems. Organization Safety Management Systems include Occupational Safety and Health Act, Voluntary Protection Program, American National Standards Institute, International Standards Organization 45001, etc. Assists supported activities in developing their safety goals and objectives. Coordinates and clarifies Agency safety policies, procedures, and guidelines; guides management implementation of safety programs; develops and presents safety training and awareness, as needed. Reviews proposed equipment requests and completes an analytical review of regional facilities construction drawings to ensure inclusion of all necessary safety features. Evaluates facility safety and occupational health programs and analyzes effectiveness of eliminating and controlling hazards incurred by the workforce, to include DLA employees, contractors, and patron. Applies regulations, standards, and sound safety practices to detect hazardous operations and conditions. Recommends proper safety and occupational health measures to eliminate or minimize the possibility of injury to personnel and damage to property.

Qualifications

To qualify for a Safety and Occupational Health Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Knowledge and understanding of Safety Management System structure and requirements, federal safety laws, regulations, polices, and consensus standards principles, practices, techniques, abatement measures and procedures applicable to the perform technical advice and guidance in support of a complex safety program for assigned activities. Planning, organizing, directing, coordinating, and evaluating safety and occupational health programs. Advise key managerial and executive personnel on courses of action affecting facility operations, work processes, and environmental conditions which impact on the safety and efficiency of personnel. Analyzing processes, products, or systems to determine and identify inherit risks with the objective to mitigate or eliminate the identified hazards. Investigating and evaluating compliance with regulations to determine causal factors contributing to hazardous working conditions. Interpreting design criteria sufficient to review building plans, drawings, and sketches for compliance with applicable safety standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
