The Health Systems Specialist to the Medical Center Director (MCD) contributes to the fulfillment of VHA health care system's mission and vision. The incumbent serves as an integral part of the MCD Office and senior management, participating in executive leadership discussions, decisions, and policy-making.

Duties
Major duties include but are not limited to:
Serves as the medical center liaison with a variety of federal, state and local agencies that have an impact on our medical care, education, research and disaster planning missions.
Serves as liaison to the care/service lines and services, providing assistance, advice and guidance on a variety of issues and topics, processes, procedures, protocol and policy.
Represents senior leadership on or before various internal and external councils, committees, and task forces.
Develops and presents reports, power points, and presentations on a variety of complex and challenging medical center issues on behalf of the medical center director.
Performs a variety of critical functions in identifying and resolving complex and highly diversified health systems issues.
Advise top management on controversial issues and provide constructive suggestions to managers.
Initiate, develops, and drafts written Medical Center policies and procedures with little or no established guidelines.
Reviews, coordinates or develops official responses to Members of Congress, Federal agencies, and other external publics, ensuring compliance with deadlines.
Conducts fact-finding/data collection, conducts appropriate background research, and effectively interprets Federal, and other regulation to analyze operating problems and provide accurate information for decisions.

The Robert J. Dole VA Medical Center is seeking a highly qualified candidate for a Not-To-Exceed 90 day Detail or Temporary Promotion to the Health Systems Specialist - HPE Specialist in Wichita Kansas. This opportunity may be shortened or lengthened based on operational needs, or may be made permanent without further competition.
You may qualify based on your experience as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist - Health Professions Education (HPE) Manager. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level applicants should have experience in a position with high level administrative skills such as developing and implementing management policies, programs, and operations; providing senior management advice on administrative issues; advising and instructing staff on directives, policies, reports; preparing recommendations/proposals, reports/charts/graphs; utilizing information systems and office automation systems with expert capability in using computer applications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Maximum flexibility is required to deal with routine and unanticipated work demands, and to accommodate events and activities occurring during other than normal duty hours and/or requiring travel. Situations are routinely stressful with relations who are frequently intense or hostile. The work is primarily sedentary, although walking and "high energy" mobility is frequently necessary for certain events and activities. Some physical effort may be required. The position requires the incumbent be able to travel for a significant amount of time.
