The primary purpose of this position is: To communicate a desired message through the development and execution of audiovisual productions (i.e. videotaped and live television programs; live and prerecorded radio broadcasts; motion picture films; and/or other similar productions).

Duties

Uses audio-visual technology to create productions ranging from news features, public service announcements and interactive productions, to training and informational videos on virtually any topic. Direct broadcast quality television and web productions utilizing digital audiovisual editing systems. Edits broadcast quality television and web productions utilizing audiovisual editing systems. Coordinates and edits original material collected from numerous outside sources where there is little, if any, direction as to the content and design. Assists in carrying out the public affairs program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-09 grade level which includes knowledge of a wide range of principles, practices, methods, and techniques for communicating information through audiovisual means. Includes knowledge of all phases of audiovisual production, programming, and editing from inception to completion, and skill in modifying or adapting standard practices and procedures; Knowledge of practices and methods sufficient to develop contract specifications, coordinate logistics, control expenses, and arrange procurements for complex programs with significant planning and scheduling problems, for example, productions that involve numerous support personnel, specialized equipment and props, and sophisticated visual or audio effects. OR EDUCATION: a Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher-level graduate education leading to a degree in photography, radio or television production, motion picture production, or other fields related to the position, or, LL.M. if related. This education must have been obtained in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You MUST submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience described in "A" above; however, I have completed some graduated-level education as described in "B" above. Therefore, I have a combination of experience as described in "A" and education as described in "B" above. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the processes, methodologies, personnel, equipment, scripting, and related requirements involved in communicating information through audiovisual means. Knowledge of developing production schedules, coordinating staff activities, and making administrative and logistical arrangements for all phases of audiovisual production. 2. Knowledge of a wide range of principles, concepts, and practices of audiovisual production to independently perform complex assignments from inception to completion. 3. Knowledge of numerous sources of audiovisual resources and special effects, such as casting lists, shot lists, music libraries, stock footage, and post-production services. 4. Knowledge of analytical and evaluative methods and techniques to resolve procedural or factual problems. Knowledge to develop contract specifications, coordinate logistics, control expenses, and arrange procurements for complex programs with significant planning and scheduling problems. 5. Skill in operating a wide range of video recording equipment, video cameras, and related items such as lighting, sound, and editing equipment. 6. Ability to produce and direct an audiovisual production; edit films, video, and scripts; and create computer images for audiovisual products using various production techniques, directing the actions of production crews and casts, and in composing complex live or prerecorded programs with multiple visual or audio elements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
