About the Position: Under the guidance and direction of a higher grade team leader, serves as COR for:(a) Sustainable, Restoration, and Modernization (SRM) contracts such as, but not limited to, testing and chemical treatment for closed loops and cooling towers, etc.
Duties
Under the guidance and direction of higher grade team leader, prepares contract specifications and technical exhibits for simplified contracts, as assigned by the team leader, and develop contract modifications for existing contracts.
Reviews plans, sketches, blueprints, other similar technical information, and input from both customers and other DPW personnel to prepare contract requirements.
Submits reports of documented instance of unacceptable contractor performance and contractor's failure to comply with contractual provisions.
Based on contractual workload, determines valid changes and recurring requirements brought on by changes in procedures and operations.
Determines effectiveness of contractor’s response to procedural and operational changes required by modifications to current regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This is a mandatory drug Testing Designated Position (TDP), in accordance with ER 690-1-1218, USACE Civilian Drug Free Workplace Program, dated 30 June 2021. Participation in the Mandatory Drug Testing Program is required.
- This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work/remain at work as scheduled to support mission operations.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Employees are required to use Personal Protective Equipment (PPE) and clothing.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes work that involves demonstrated a practical knowledge in developing contract documentation, monitoring, controlling, or inspecting, in accordance with contract specifications, a wide variety of products or services that include custodial service, refuse disposal, fuel deliveries, service of portable latrines or the maintenance and repair of elevators, cranes, hoists, personnel doors, bay doors, and windows. Experience in developing Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), and Performance Requirement Summaries (PRS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
