This position is in the Infrastructure Strategy and Finance Office, Enterprise Infrastructure Directorate, Bureau of Diplomatic Technology (DT/EI/ISF), in the U.S. Department of State (DOS).
Duties
Collaborates and coordinates with the Portfolio Management team in the development and execution of the annual budget formulation.
Performs in depth, rigorous analysis of budget requests by employing techniques such as cost benefit analysis, program tradeoffs and exploring alternative methods of funding.
Leads and advises projects focused on the development, testing, implementation, evaluation, and maintenance of software and hardware.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Develops and implements process improvement controls, techniques, and mechanisms that improve upon Office mission functions.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Specialized Experience: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience reviewing, analyzing, and submitting contract and task order documentation.
Experience in program related budget management and analysis in order to recommend and improve efficiency and effectiveness.
There is no substitute of education for specialized experience for the GS-13 position.
