Duties

PHYSICIAN/DENTIST: SR-602 $145,000 - $310,000 NOTE: For Physician - Applicant's education and length of practice (experience) will be considered by a Compensation Panel in determining the salary of the applicant selected. Exceptions to the salary cap must be approved. The Associate Deputy Under Secretary for Health for Quality and Patient Safety (Associate DUSH for QPS) is a direct report to the Deputy Under Secretary for Health (DUSH) and supports the overall work of the Office of the Under Secretary for Health (USH). The Associate DUSH for QPS provides national leadership in the formulation and establishment of effective health care policies, programs, and initiatives that fulfill the VHA's mission to provide personalized, pro-active, high quality, safe, reliable care for Veterans. The Associate DUSH for QPS is responsible for leading VHA on its journey toward becoming a high reliability organization and has oversight of VHA's performance measurement, quality and process improvement, safety, clinical risk management, systems redesign, accreditation, and data analytics and reporting programs. The office manages approximately 400 clinical and administrative professionals in the day-to-day operations of these key programmatic elements. The Associate DUSH for QPS serves in a direct consultative capacity to the Under Secretary for Health, serving as a national subject matter expert in the quality improvement and patient safety QPS directorate. The Associate DUSH for QPS works collaboratively with other Assistant Under Secretaries leading the strategic direction of the Veterans Health Administration. Additionally, the Associate DUSH for QPS provides consultation to the Secretary of the Department of Veterans Affairs and works closely with Veterans Service Organizations, Congress and their constituents, addressing the immediate and long-term needs of our Nation's Veterans.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. In order to qualify for this position you must meet the following: BASIC REQUIREMENTS FOR PHYSICIAN U.S. Citizen Degree of doctor of medicine: Degree of doctor of medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: (1) Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or (2) Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) of the American Osteopathic Association for the year in which the degree was granted. (3) For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies include those approved by the accrediting bodies for graduate medical education, Accreditation Council for Graduate Medical Education or American Osteopathic Association, or other residences which the Professional Standards Board determines to have provided appropriate professional training. Licensure: Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA. academic field related to healthcare such as Psychology, Social Work, Nursing or other healthcare related fields DEMONSTRATED LEADERSHIP EXPERIENCE: Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems. In addition to basic requirements, the following technical and executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above. TECHNICAL QUALIFICATIONS (TQ): Board certified or board eligible physician with current, unrestricted license to practice medicine in any U.S. State, Commonwealth, Territory, or the District of Columbia. Minimum of ten years of professional practice in positions with progressively more complex leadership assignments that involve planning, directing, administering, and evaluating clinical programs in public and/or private sectors. Possess the ability to communicate effectively both orally and in writing with professional, administrative and technical staff at all levels. Be knowledgeable of organizational concepts and administration of multifaceted health care delivery systems. Demonstrated training and experience with educational and improvement principles, programmatic oversight methodologies and evaluation techniques, including statistics, research methodology and program evaluation. REFERENCES: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard and Appendix G-3 Dentist Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Most of the work performance is at a desk, in an office setting. The incumbent often carries books and papers to and from meetings and conferences. It is highly likely that the incumbent may have to travel between office buildings for meetings, which will involve going outside during various elements of weather.
