This position is located at Bureau of the Fiscal Service, Division of Technology Services. As a/an Management Analyst (Information System Security Representative), you will: Serve as an Information System Security Representative (ISSR) and System Administrator..

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Serve as the approving authority to grant access to databases, datasets, mainframe systems, tables, groups, accounts and folders upon receipt of properly completed documentation from requesting officials. Ensure that Fiscal Service and other Governmental agencies users adhere to the Federal Information Security Modernization act (FISMA). Ensure Information System Security Representative (ISSR) activities are properly documented; retain and file paperwork, report, email, request, and other evidence as required by audit and federal regulatory guidance, while developing a plan of action for audit remediation on system access issues for senior personnel. Systematically review system usage reports to identify access that is no longer needed; communicate with employees and management whose access may be removed and updates or removes access as indicated.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes ALL of the following: -Experience coordinating system security activities to ensure compliance in accordance with governing policies and procedures; AND -Participating in projects ensuring process and procedures are in compliance with management processes or systems; AND -Experience conveying technical information to operational staff. For the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes ALL of the following: - Experience analyzing and developing solutions to enhance organizational, process, and operational efficiencies in an automated environment; AND - Experience applying procedures and customer service techniques verbally or in writing, (i.e. -systems setup and advanced troubleshooting, creating or improving procedures and practices or handling multiple customer issues). OR You may substitute education for specialized experience as follows: PH.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. You must meet the specialized experience requirement for this position. Specialized experience for this position includes ALL of the following: - Experience applying analytical techniques to identify and/or resolve technical issues or problems; AND - Researching and analyzing information from various systems; AND - Communicating effectively, both written or oral, when making recommendations and giving instruction. OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. OR You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks For the GS-11, you must have been at the GS-09 level for 52 weeks For the GS-09, you must have been at the GS-07 level for 52 weeks
