The position is located within the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) in the headquarters office. The program analyst is responsible for research and analysis pertaining to the risks associated with the transportation of hazardous material.

Qualifications
To meet the minimum qualifications for this position, you must meet either the education or specialized experience qualifications for the grade at which you are requesting consideration. All applicants must meet all qualification requirements by the closing date of this announcement.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience supporting and/or participating in the development, execution, and evaluation of regulatory issues or.
Experience conducting multidisciplinary studies assessing the safety risk, technical, economic, and environmental impacts of regulatory issues.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience developing and presenting qualitative and quantitative information used to evaluate policy options on hazardous materials transportation safety matters and the formulation of recommendations to management officials.
Experience gathering data to evaluate the impact of transportation safety and security requirements, such as the classification, packaging and handling of hazardous materials.
Experience implementing quality management systems or performance measurement systems.
You cannot qualify on education at the GS-12 level; you must have experience.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience integrating and analyzing hazardous material incident, enforcement and inspection data or
Experience in developing and conducting studies assessing the safety risks associated with transporting hazardous material including technical, economic and environmental impacts.
Experience in database creation, management and data visualization software.
You cannot qualify on education at the GS-13 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Program Evaluation - Knowledge of methods for researching and analyzing external products to determine their potential for meeting organizational standards and business needs.
Risk Management - Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
Written and Oral Communication: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
