About the Position: This position is with the National Guard Bureau, HRO/S-1 SECTION, Camp T J Robinson, AR. Camp Robinson is home to the PEC and its 75-acre campus consisting of 25 buildings and a total staff of approximately 420 military, civilian contractor personnel. We annually provide instruction to over 20,000 members of the military force.

Duties

Advise managers in developing requests for approval of civilian hiring actions, adverse or disciplinary matters or workforce education and development. Formulate and provide guidance and assistance to managers and employees on recruitment strategies. Utilize and provide advice on the use of HRO automated personnel programs such as Fully Automated System for Classification, Defense Civilian Personnel Data System the Defense Performance management and Appraisal Program (DPMAP). Administer timekeeping program for the command.

GS-11: Specialized Experience: One year of specialized experience which includes: assist with advice on Federal civilian human resource (Title 5) principles, concepts and techniques to determine appropriate action; deliver training briefings to the workforce; assist with advisory services and program requirements on complex staffing, classification, MER (Management Employee Relations), manpower, and performance management issues. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-09 or equivalent). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: HR or Business Admin. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes: Provide technical advice and assistance on Federal civilian human resource (Title 5) principles, concepts and techniques to determine appropriate action; Develop and deliver training briefings to the workforce; Provide advisory services and program requirements on complex staffing, classification, MER (Management Employee Relations), manpower, and performance management issues. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-11 or equivalent).
