The Administrative Officer for Dental Service serves as the coordinator, advisor, analyst, and planner for the delivery of health care services within Dental Service at the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi. The Administrative Officer has full-delegated authority and responsibility for the management and administrative operations of the Dental Service.
Duties
This position performs duties such as:
Analyzes data and makes recommendations to improve access for care services, including assisting in make/buy decisions.
Full functioning manager among care/service line executives and contributes to top management policy and decision-making processes of significant importance.
Maintains and improves systems of delivering health care by developing better programs and policies, improving utilization of resources, designing while overseeing needed changes.
Understanding of the critical balance between the administrative and clinical functions in the health care delivery system with the ability to coordinate and control programs.
The incumbent develops detailed plans, goals, and objectives for long range implementation and administration.
Plays a key role in decisions about how to proceed in planning, organizing, and conducting studies by contradictory program goals.
Aids in the development of strategic tactical goals and objectives for various programs and translates these into specific policies and procedures.
Responsible on a day to day basis for coordinating and facilitating the functions of all services, both clinical and administrative.
Coordinates and analyzes internal review activities of the service to ensure that both clinical and administrative functions are followed.
Assists management in all administrative and technical functions.
Conducts special analytical studies to resolve critical programmatic, organizational, or functional problems.
Develops and implements a comprehensive plan and methods for analyzing complex workload of large numbers.
Serves as the clinic expert, manages and evaluates multiple clinics.
Serves as the key Human Resources liaison for specialty care.
Supervises administrative staff as assigned and is responsible for coordination and ensuring execution of administrative duties of administrative staff support.
Serves as the coordinator all contracts. Monitors and manages said contracts.
Responsible for fiscal and budgetary administrative support.
Coordinates the compilation of surveys, special studies, recurring and nonrecurring reports, including surveys, annual management briefing, education surveys and professional accreditation.
Establishes performance standards, evaluates performance and approve leave for service employees
Resolves complaints from employees; union grievances; effects disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
Work Schedule: Monday - Friday, 7:00 am - 3:30 pm, subject to change based on the needs of the facility

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: One year of specialized experience which includes administrative management experience such as coordination of office activities and ensuring compliance with policies and regulations; budget and financial management experience such as entering 2237's for goods and services; human resource management experience such as MSS submissions, RMC Leaf Portal, performance management, and employee relations; communication experience such as drafting reports, preparing presentations, and effectively conveying information to a variety of stakeholders; experience with software applications such as Microsoft Office Suite, data management systems, and information technology that supports administrative operations; and experience working collaboratively within teams as well as with various departments and agencies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Combination of Education and Experience: Combination of successfully completed graduate education and specialized experience (beyond the first two graduate years or 36 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: Transcripts are required.)

Physical Requirements: The work is primarily sedentary, although the work includes some walking and carrying of light-to-medium items such as reports and manuals. Occasional travel may be required.
