This position is located in Region 1, in the Regional Office with a duty station of Missoula, MT. The incumbent will serve as a program manager at the Regional level for Lands (Non-recreation) Special Uses with responsibility for policy implementation and program analyses. Duties

Provide leadership, oversight, and guidance to field units for highly technical and complex lands special uses program. Develop, review and disseminate policy, standards, and guidelines for lands special use authorization and management direction. Provide advice, leadership, oversight, and guidance on all issues related to the management and administration of all lands (non-recreation) use designations. Advise line officers and program staffs at all levels about the principles of lands special use management involving private, commercial, and public agency interests. Advise higher level staff of emerging realty issues and drafts new guidance or directives which are responsive to those issues for consideration. Assist field units in the application of these principles in developing their goals and strategies to implement National guidance and policy and initiatives. Foster an inclusive workplace where diversity and individual differences are leveraged to achieve the vision and mission of the organization. Work closely with agency Regional/Area Recreation Special Uses Program Manager and other federal, state and local agencies in developing appropriate guidance for land uses. Serve as the agency point of contact and represents the agency in coordination and collaboration with many other Federal, state, local, and tribal governments and agencies. Prepare responses to congressional correspondence and gives expert advice on permit action. Performs supervisory duties 20% or less of the time.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-13 Level: You must have one year of specialized experience equivalent to at least the GS-12 grade level. Specialized experience is defined as meeting ALL of the following: Organizing, planning, and coordinating the non-recreational special uses program and associated activities; Developing and providing background research on specific non-recreational special land use problems reaching a higher level including a review and summarization of court decisions, legislative history, Office of General Counsel (OGC) opinions, decisions of the Comptroller General, and administrative review records; Analyzing information and making recommendations or conclusions to the Regional/Area Non-Recreation Special Use Program Manager as to appropriate Agency action or decision; Advising on a variety of problems relating to non-recreational special uses administration decisions, including processing of applications, and preparation and interpretation of authorizing documents; Processing appeals, Freedom of Information requests, financial review, and competitive interest in the site, provides guidance on fee determination, and permit administration issues; Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
