About the Position: Serves as Chief, Operations & Readiness Division, Huntington District located in Huntington, WV. Provides staff leadership for the effective utilization of District financial and personnel resources. Advises District Commander in the management of day-to-day operations of the Division. Works cross-functionally to build, defend and execute the operation and maintenance program across the business lines of navigation, flood control, regulation, and emergency response.
Duties
Performing strategic planning for an organization's Operations program, including short and long-range initiatives.
Issuing policy and procedural guidance regarding management of navigable waterways, harbors, navigation structures/locks, hydropower or visitor centers.
Managing a large variety of highly complex, technical programs and activities in support of an operations program.
Managing operating and project budgets for operations and maintenance programs.
Reviewing the work of subordinates for overall conformance with policy and mission objectives and locally established standards.
Requirements
- Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- Incumbent must possess a valid State motor vehicle operator's license prior to appointment.
- This position requires frequent travel to field project sites.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to complete a one year Supervisory probationary period if one had previously not been completed.

About the position: Works cross functionally with EC, P3MD, Real Estate and other functional organizations to effectively build, defend and execute the operation and maintenance program across all business lines. The operation and maintenance program consists of navigation locks and dams, flood control dams and reservoirs, regulation of construction affecting navigable waters, and emergency response planning and execution. Represents the District Commander in conferences with Great Lakes and Ohio River Division (LRD) and HQUSACE to resolve controversial or complex policy or technical problems relating to operations projects.

Specialized Experience: One year specialized experience in the next lower grade level which includes performing strategic planning for an organization's Operations program, including short and long-range initiatives; issuing policy and procedural guidance regarding management of navigable waterways, harbors, navigation structures/locks, hydropower or visitor centers; managing a large variety of highly complex, technical programs and activities in support of the operations program; managing operating and project budgets for the operations and maintenance program; and reviewing the work of subordinates for overall conformance with policy and mission objectives and locally established standards.
