The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), VA Medical Center (VAMC), Fiscal Service in Hampton, Virginia. This position functions as the full Assistant Chief, Fiscal Service and shares fully in the duties, responsibilities, and authorities of the Chief of Fiscal Service. Only current VISN 6 employees of the Veterans Health Administration (VHA) are eligible to apply.

Duties

Major Duties: The incumbent, in conjunction with the Chief, Fiscal Service, is the preeminent financial advisor at the VAMC. lncumbent's opinion or direction is treated as if given by the Chief. Incumbent is responsible for establishing and maintaining an integrated system of financial staff services contributing to effective management control over and evaluation of station operations. Incumbent is responsible for developing local budget instructions and policies for use by operating officials in preparing their budget estimates and business proposals. After reviewing and evaluating these estimates and negotiating with operation officials within the Medical Center and at the VISN 6 Network Office. Incumbent consolidates the results as his/her recommendation to the Medical Center Director and/or the Resource Management Committee and Strategic Management Resource Executive Board. This is the basis of his/her preparation of the budget document formalizing the knowledge of overall station objective gained as an active participant on the senior management staff in his/her role as the Assistant Chief Fiscal Officer. Incumbent assures that the budget system is effectively utilized as an evaluation tool in measuring program performance and effectiveness. Incumbent is required to make frequent extensive and significant revisions to our budget plans due to the fluctuating patient workload demands, reimbursement methodologies and funding streams as well as the rapidly changing array of programs, services and health care modalities at this highly complex, highly academically affiliated VA Medical Center. Recommends policy changes thru the CFO to both VISN and VA Central Office to effect improvements in standardized systems. Incumbent must be in a position to assure management that fiscal transactions are compatible with requirements of the Office of Management and Budget, General Accounting Office and the Treasury Department, and that records and statements accurately reflect a full disclosure of the financial aspects of stations operations. Incumbent routinely serves on the VISN Chief Fiscal Officer Council as a representative of a VA Central Office Financial Management Advisory Council as the representative of a complex (Category 1 C) Medical Center to guide and recommend health system financial policy development affecting VISN 6 Medical Centers. Responsible to the CFO for maintaining an internal Financial Quality Assurance Management (FQAM) review program ensuring that financial policies and procedures of the station are being followed and are effective. This includes auditing of code control records maintained. by other division and services. The incumbent monitors, controls, and is fully responsible and accountable for the entire spectrum of financial management and support functions for the CGVA Medical Center including those performed at the Medical Center by medical center employees as well as those performed off campus on behalf of the Medical Center by partners, contractors or consolidated support agencies such as the Chief Business Office's MACPAC and the VISN 6 Centralized Accounting Unit. Establishes priorities of work, directs special studies, reallocates efforts and carefully monitors performance by these personnel and agencies to ensure the Medical Center receives, accounts for, and utilizes its financial resources in accordance with VA, VHA, VISN 6 and Medical Center policies and priorities. Responsible for accounting, agent cashier, travel, and ad hoc financial Services Center (FSC) payroll inquiries and general financial management functions. These functions involve accountability for public trust and deposit funds in accordance with laws and regulations. This is a service provided to patients, public and station personnel. The financial manager must see to it that the service provided is prompt, efficient and courteous. Performs other directly related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position requires professional accounting knowledge. You must meet one of the two basic education requirements described below in order to receive further consideration for this position: Degree: Bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "account" should be interpreted, generally, as "accountant and/or auditor.") NOTE: You must submit transcripts with your application. Education will not be credited without documentation. ~OR~ Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement in accounting, provided that: (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement of obtaining a degree in accounting or in a related field such as business administration, finance, or public administration, and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement described above, you must also meet the following specialized experience requirement below to qualify for this position at the GS-13 level: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsible for establishing and maintaining an integrated system of financial staff services contributing to effective management control over and evaluation of station operations; developing local budget instructions and policies for use by operating officials in preparing their budget estimates and business proposals.
