You will serve as an HR Specialist (Recruitment and Placement) in the Human Resources Office at the Naval Special Warfare Command located in Coronado, CA
Duties
You will assist in developing strategic recruitment advisory services and utilizing networking/outreach efforts with community and professional groups.
You will advise management on strategic approaches to pay and compensation issues to ensure regulatory compliance in setting non-discretionary and discretionary pay.
You will develop and deliver instruction, point papers, briefing papers, memoranda, and other correspondence to communicate decisions and/or activity position on complex and/or controversial HR matters.
You will advise managers on multiple human resources functions (e.g., recruitment/staffing, pay setting, reduction-in-force).
You will collaborate with hiring managers to identify the most effective approach to filling a vacancy (e.g., reassignment, reinstatement, priority placement, promotions, new appointments).
You will develop new methods or processes to improve human resources services.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Position may require travel away from normal duty station. Up to 10% travel may be required.

Qualifications
GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Incumbent must have knowledge of researching, analyzing and evaluating Human Resources laws, regulations, principles, and practices to provide advice and guidance to management on staffing and recruitment strategies, strategic workforce planning and to provide recommendations to resolve a variety of complex problems within these serviced areas. Must have experience analyzing recruitment metrics to determine hiring challenges and making recommendations to address deficiencies.
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Incumbent must have knowledge of researching and analyzing Human Resources laws, regulations, principles, and practices to provide advice and guidance to management on staffing and recruitment strategies and strategic workforce planning and to provide recommendations to resolve a variety of problems within these serviced areas.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related
