Position is in the Bureau of Conflict and Stabilization Operations (CSO), Office of African Affairs (AF) and serves as Team Lead for the Horn of Africa region. Position advises on development and implementation of Departmental policies, diplomatic efforts, foreign assistance programs, and planning and operations functions as they relate to conflict prevention and response. Conducts primary research on major issues of conflict and stabilization in order to augment U.S. strategies.
Duties
Acts as senior conflict and stabilization policy and programming expert for African Affairs in representing conflict and stabilization policies, program operations, goals and objectives in interagency meetings and furtherance of critical efforts.
Designs and leads assessment, planning, coordination, implementation and support functions/activities related to conflict and stabilization policies and initiatives in sub-Saharan Africa, especially East Africa, that are at risk of violent conflict.
Supports and assists Office Director/Deputy in the formulation, coordination, and implementation of mission-essential conflict and stabilization programs for AF by developing recommendations for operational planning and budget formulation.
With senior conflict and stabilization officials & broader conflict prevention and response community, designs and implements conflict prevention and stabilization methods, programs, diplomatic initiatives and tools that build upon lessons learned.
Leads coordination of conflict and stabilization analyses, strategic planning, program design, and monitoring and evaluation approaches and strategies with Department offices and interagency partners in applying conflict expertise to regional cases.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants must have the required experience or education as described below and meet any selective factors, when specified.
BASIC REQUIREMENTS: Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;
OR Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;
OR Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.
OR Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education.
OR Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience working with U.S. interagency and international actors involved in the prevention and response to mass atrocities, violent extremism, and political violence in sub-Saharan Africa.
Experience working on issues of strategic prevention, conflict resolution, and/or security sector stabilization regarding sub-Saharan Africa including Horn of Africa (ie. Ethiopia, Kenya, Somalia, South Sudan, and/or Sudan).
Experience coordinating with security actors in the promotion and/or creation of civil-military response plans to sub-Saharan Africa conflict and instability challenges.
