The primary purpose of this position is to provide executive leadership and direction as Deputy Director of Maintenance for the 27th Special Operations Maintenance Group (27 SOMXG), a complex, composite organization made up of nine different mission design & series (MDS) combat and combat support units executing diverse mission sets.

Duties

As deputy to the commander, plans, organizes, and oversees the day-to-day operations of the Maintenance Group. Provides executive leadership and managerial insight to subordinate 27 SOMXG squadrons. Exercises supervisory personnel management responsibilities. With the 27th Special Operations Maintenance Group (SOMXG) Commander, directs, coordinates, and oversees the work of more than 1600 personnel, comprised of three maintenance squadrons and one maintenance operations support squadron. Represents the 27 SOMXG Commander with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with installation command; commanders and deputies of other groups on the installation; Manages assigned resources to achieve peak mission support with greatest economy. Analyze operational trends forecasts requirements and identifies shortfalls. Participates in special projects & initiatives & performs special assignments to include long-term planning, functional/technical advice & guidance & continuity of management from the Maintenance perspective.

  • Due to the nature of the 27th Special Operations Maintenance Group mission, mobility is a condition of employment. The employee must sign an Air Force world-wide mobility agreement.
  • Serves “on call” and may be required to be available after duty hours when problems arise. The incumbent is subject to on-call, seven days a week, 24 hours a day and may require work on holidays.
  • The position may occasionally require travel away from the normal duty station via commercial or military aircraft. (cont'd)
  • (cont'd) The incumbent may be expected to travel on short notice, often to high-level meetings with other services, industry, and other MAJCOMs.
  • The Civilian Maintenance Group Deputy Commander’s position will be identified on the Unit Manning Document (UMD).
  • Must be able to obtain and maintain a Top Secret SCI clearance.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (cont'd)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Equipment Facilities, And Services Series, 1601. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of management methods, practices, procedures, regulations, policies and processes within Air Force Special Operations Command. Joint Special Operations Air Component (JSOAC) experience desired. Comprehensive and detailed knowledge of aircraft maintenance procedures and mission capabilities of multiple airframes assigned to 27 Special Operations Wing (SOW). Expert knowledge of Air Force Special Operations Command, United States Special Operations Command (USSOCOM), Joint Special Operations Command (JSOC), and Theater Special Operations Commands joint aviation command relationships, operations, and policies. Expert knowledge of management methods, practices, procedures, regulations, policies and command and control processes within a Special Operations Maintenance Group. Knowledge of Air Force/USSOCOM planning, programming, budgetary and contracting principles, concepts, and practices. Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of management methods, practices, procedures, regulations, policies and processes within Air Force Special Operations Command. JSOAC experience desired. Must possess prior Air Force maintenance group or deputy maintenance command experience. Comprehensive and detailed knowledge of aircraft maintenance procedures and mission capabilities of multiple airframes assigned to 27 SOW. Expert knowledge of Air Force Special Operations Command, USSOCOM, JSOC, and Theater Special Operations Commands joint aviation command relationships, operations, and policies. Knowledge of safety and security regulations, practices, and procedures. Expert knowledge of management methods, practices, procedures, regulations, policies and command and control processes within a Special Operations Maintenance Group. Knowledge of Air Force/USSOCOM planning, programming, budgetary and contracting principles, concepts, and practices. Ability to communicate effectively both orally and in writing, to justify, defend, present, advocate and advise on processes, actions, and decisions impacting special operations airpower employment. Ability to directly organize, supervise, mentor, appraise, and provide supervisory guidance to military and civilian personnel. Ability to exercise a high degree of initiative and judgment in addressing critical issues related to capability of aircraft and maintenance personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
