Duties
PRIMARY PURPOSE: To serve as Logistics Manager for the Logistics Readiness Squadron (LRS) with responsibility for analyzing logistics contingency readiness programs and plans, providing advice and assistance to the Squadron Commander, and long-term planning for the squadron capability to support base readiness. Also serves as supervisor over Quality Assurance, Functional Systems Management, Resource Management and Squadron Training offices.
DUTIES:
Plans, organizes and oversees the activities of the LRS and provides advice and assistance to the squadron leadership on business processes and performance/efficiency of the squadron.
Exercises supervisory personnel management responsibilities.
As the squadron senior technical advisor on logistics readiness and Aerospace Expeditionary Forces (AEF) issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities associated with: critical cargo and passenger movement, supply chain management, equipment and vehicles, vehicle maintenance, warehousing, deployment/reception and deliberate planning and operations, global fuels and cryogenics, Quality Assurance and plans, programs, resource agreement, policies and procedures.
Represents the installation for wing/squadron logistics readiness issues at higher management-level meetings within the organization and at conferences with MAJCOM, HQ USAF, DOD, and other agencies.

- The provisions of the Federal firearms statue cover position. Incumbent has access to weapons and ammunition.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act (Lautenberg Amendment) of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
QUALIFICATIONS:
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Logistics Management Series (0346)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include comprehensive knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, regulations and laws applicable to a full range of logistics management responsibilities. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems; knowledge of a wide range of logistics concepts in warehousing, transportation, fleet management, supply, and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of wing strategic visions, to evaluate overall logistics process effectiveness, and recommend methods to help the squadron optimize use of resources and maximize efficiency and effectiveness; knowledge of analytical and evaluative methods and techniques to investigate issues or conduct studies concerning the efficiency and effectiveness of program operations and recommend improvements; knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; and knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo and passenger movement, supply chain management, equipment and vehicles management, vehicle maintenance, warehousing, deployment planning and operations, personal property movement, global fuels and cryogenics, Quality Assurance, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron.
Knowledge of safety and security regulations, practices, and procedures.
Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and in formulating solutions to complex problems.
Ability to plan, organize, and direct the functions and mentor, motivate and apprise the staff of an organization.
Ability to analyze, plan, and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
