This position is located in one of the South Carolina Area Office, USDA, Rural Development. The incumbent is responsible for establishing, marketing, managing and servicing loans and grants for community facilities, public utilities, and/or businesses. This vacancy announcement is open to current Rural Development State South Carolina USDA/Rural Development. This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location.

Duties

Reviews loan applications for completeness and conformance with RD statutory regulations, policies, procedures, and practices. Prepares written loan approval determinations or recommendations for loan approval and submits to approving officials as appropriate. Provides a wide variety of servicing actions for assigned portfolio as appropriate. Develops, implements, and coordinates a broad and aggressive outreach and marketing program for assigned loan portfolios.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates thorough knowledge and understanding of complex mortgage or commercial loan making/servicing. Maintain servicing activities on a variety of mortgage and commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants; reviewing and approving applications for agricultural, commercial, and bank loans. Servicing the loan portfolio of a bank and other loan association. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. Education: Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Determine your qualifying experience as a percentage of the experience required. Determine your education as a percentage of the education required. Add the two percentages. The total percentage must equal at least 100 percent. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. For the GS-12 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-11; or its non-Federal equivalent that demonstrates comprehensive knowledge and understanding of commercial financing and credit. Experience may have been gained in such work as reviewing and passing on applications for complex business and/or municipal transactions. Analyzing financial information provided by loan applicants, determining eligibility for loans, and assessing repayment ability; reviewing and approving applications for agricultural, commercial and bank loans; Providing financial management guidance to borrowers evaluating the general economic and financial conditions that affect an organization/government's risk in granting, guaranteeing or insuring loans. Education cannot be substituted for experience at the GS-12 level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
