Duties

Serves as a Supervisory Program Manager / Deputy Associate Director (Business & Operations) of Research and Technical Integration (RTI) Directorate's Business and Operations and assists the Associate Director (Business & Operations) with the planning, directing. Managing of all aspects of the Research and Technology Integration Directorate's Business and Operations and implementing and executing processes involving resource management support, acquisition and contract support, internal/external collaboration support, information technology and networking support, facilities and equipment management support, and access control and protection support. Work includes creating and streamlining operational procedures and processes to reduce workload and gain efficiencies. Individual manages funding to ensure sufficient coverage of fiscal year operating costs. Serves as a leader in the promotion of customer-driven capabilities to RTI technical divisions. Assigns work to RTI Business and Operations branches providing exceptional support to all customers. Develops and implements business strategies to meet the Directorate's current and future requirements. Provides operational support for the Directorate's organizational recruiting, hiring and training of new employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position may require travel away from the duty station (TDY) up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret (SCI) security clearance or access for the duration of employment.
  • This is a Drug testing designated position and the incumbent is required to complete a drug test prior to appointment and periodically thereafter DA Form 5019.
  • Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Position requires travel on short notice (i.e., less than 24 hours' notice).
  • Supervisory => 25%
  • Supervisory probation may be required unless the appointee has previously met the requirements.
  • This position requires an Official Passport with no travel restrictions, or incumbent must be able to obtain a passport with no travel restrictions.
  • This position is designated as Mission Essential.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties:1) Providing guidance and strategic planning on business and/or operations policies, processes and procedures in a Research, Development, Test and Evaluation organization; 2) Performing research, analysis, process improvement, or strategy execution that offers efficiencies to business management processes; 3) Supervising activities of supervisory, administrative, program or management analysts personnel engaged in supporting business operations; and, 4) Evaluating the effectiveness of business and/or operations processes via review and analysis of reports and other documentation and provide oversight of cost, schedule and performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03 or GS-12/13).
