Duties

The Program Manager serves as the Advisor, Trade and Travel to the CBP Chief Financial Officer (CFO). The Advisor, Trade and Travel is charged with evaluating CBP international trade programs and recommending to the CBP CFO methods for improving efficiency and effectiveness. The position also develops strategies for engaging with external stakeholders, such as Federal Advisory Committee Act (FACA) committees, port authorities, trade associations, and Partner Government Agencies (PGAs). This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Typical work responsibilities include: Reviewing, interpreting, and communicating international trade guidance and directives on imports tariffs and fees in context with congressional policy, legislation, regulation, DHS policy, Treasury policy, and mandates Providing technical assistance on international trade-related legislation drafted by Members of Congress Drafting and editing CBP legislative proposals and regulations regarding import tariffs (a.k.a. duties) and fees Providing expertise on CBP international trade program management effectiveness and recommending key improvements in programs and operations to remedy significant program shortfalls Implementing quantitative and qualitative methods within the scope of the respective engagement and reporting of results

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing a professional, technical, or administrative program that had department-wide or government-wide impact; Providing expert and authoritative advice on program issues to officials of other organizations; writing statements or position papers concerning the impact of new or proposed international trade legislation or regulations; Reporting to higher-level officials (GS-15 and SES) on international trade program status and/or technical problems requiring resolution; and Responding to congressional, interagency, or intra-agency inquiries/complaints NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/29/2024.
