The following are the duties of this position at the full working level.
Conducts detailed analysis of complex functions and evaluates the effectiveness of HCO program operations in meeting established goals and objectives. Finds and develops methods to resolve or address issues that directly affect the accomplishment of program goals resulting in improvement in the effectiveness and efficiency of work and program operations.
Serves as advisor to management on issues related to HCO programs/operations based upon analysis of defined measures and metrics. Exercises independent judgment and discretion in making recommendations to management in the areas of process mapping, strategic planning, organizational maturity modeling, change management, outcome-based measures/metrics, and other human capital strategic planning initiatives.
Responsible for the planning, development, coordination, implementation, and assessment of assigned STO projects. Proactively consults with leadership at all levels to identify/define customer needs and requirements relative to the Human Capital Operating Plan. Ensures plans are consistent with stakeholder requirements, HCO strategies and Service goals and objectives.
Responsible for monitoring the progress of projects and updating all project control systems. As needed, conducts reviews of projects assigned to ensure compliance with all customer requirements and adjusts accordingly.
Serves as an analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-11). Specialized experience for this position includes: Experience utilizing evaluative and analytical methods and techniques to identify and measure accomplishments and progress, revise methods, and develop new approaches to information gathering; knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; budgeting methods and techniques to prepare analyses and estimates. Experience with oral and written communication techniques to present findings and negotiate solutions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
