This a National Guard Title 32 Excepted Service Position.
This National Guard position is a Permanent GS-0346-12 LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1404000 and is part of the MO 139th Airlift Wing. This is a non-bargaining position.
Duties
Performs other duties as assigned.
Manages, directs, and implements the local formulation and publication of installation deployment guidance based on regulations, manuals, instructions, and directives issued by higher headquarters.
Reviews USAF, NGB, and MAJCOM deployment procedures to analyze the impact and, if necessary, provide modifications to procedures for the wing and subordinate units.
Ensures that units meet pre-execution and command and control requirements for deployments.
Analyzes time-phased force deployment requirements to develop plan annexes and schedules for inclusion in the execution phase of wing deployments.
Identifies all required deployment/redeployment support with the Wing Staff Air Mobility/Command (AMC) and Air Combat Command (ACC) regarding the transportation of equipment and personnel.
Plans, develops, directs, and conducts deployment training for the wing and units.
Assists units by providing guidance and conducting staff assistance visits to identify, correct, and assist with deployment problems.
Prepares appraisals of tasking to include short falls, limiting factors (LIMFACs), and problems.
Manages the wing support agreement program for the Commander. As the wing’s focal point, negotiates, writes, coordinates, and monitors Inter/Intra Service Support agreements.
Conducts training of unit/functional area agreement coordinators as required.
Serves as the Wing Defense Retail Interservice Support (DRIS) coordinator.
Receives annual budgets and accomplishes surveillance inspections for War Consumable Distribution Objective (WCDO) programs.
Manages pilot/non-pilot unit responsibilities in accordance with applicable directives.
Develops and directs the formulation of loadplans and analyzes transportation requirements for the wing and units.
Develops program priorities and determines dollar requirements.
Requirements

- Required to handle and safeguard sensitive, personal, and/or classified or information covered under privacy act laws in accordance with regulations to reduce potential compromise.
- This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

Qualifications
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).

GENERAL EXPERIENCE: Must possess experience, education or training involving judgment and/or analytical ability in the logistics field; and using computer and automation systems.
GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of experience, education or training equivalent to the GS 11 grade level that provided the ability to plan, schedule, control and direct the use of logistics resources to meet mission requirements; experience identifying activities that are involved in logistical support operations; experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan and identify delays or problems; and experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, or comply with regulations, laws, or practices.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
