This position is the Budget Analyst within the Surgery Service Line Business Office Located at the VA Puget South Health Care System Seattle, WA. The Budget Analyst is responsible for working in coordination with the Chief of Surgery, Business Manager, Section Chiefs and Section Administrative Service Managers.

Duties

Duties include but not limited to: Coordinates and assists in developments, preparation, and justification of annual funding needs and revises the annual operating budget for a large service line. Determines the costs/benefits of various courses of action or operational methods. Coordinates and assists in the formal budget presentations and informal reviews that take place as needed within the VA Puget Sound Health Care System prior to discussions or submission. Provides information to VA Puget Sound Fiscal personnel that may be called upon to provide background information and/or expert testimony to defend service line operations and programs. Executes the budget in conformance with Puget Sound Health Care System and VA guidance, priorities and limitations. Follows related budget execution policies and procedures. Reviews requests for additional funds and unfinanced requirement submitted by sections to assure consistency, accuracy and adherence to VA policies and priorities. Ensures obligations incurred and resulting expenditures of funds are in accordance with existing laws and regulations. Reviews current and prior year transactions and reports to ensure all obligations and expenditures are properly documents and recorded. Work Schedule: Monday - Friday 8:00a.m. - 4:30p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 12/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency; the sources, types, and methods of funding for organizations and programs; and, budgetary and financial relationships between the assigned budget and programs of other agency components and organizations; knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of continuing changes in program plans and funding (e.g., cost-benefit analysis, management by objectives, probability theory, etc.); knowledge of a variety of computer software systems both financial and non-financial for extracting and analyzing both long term and short-term funding for various programs; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary, with no special physical demands required. The work may require some physical effort such as standing, walking, bending, sitting, and lifting and carrying less than 15 pounds such as carrying mail or other documents. Work Environment: The work environment involves everyday risks and discomforts that require normal safety precautions typical of offices, meeting and training rooms, and libraries. The work area is adequately lighted, heated, and ventilated.
