The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.

Duties

The Office of the IC Chief Data Officer is seeking a dynamic officer to lead planning and oversight for community initiatives that align with the IC Data Strategy, the Intelligence Community Directive 504, and IC Data Services and related Services of Common Concern (SoCC). The selected candidate will oversee the execution IC data-related resources, drive strategic data initiatives, assist in the design of future strategies, and engage with stakeholders to mature end-to-end data management and tradecraft across the IC and with partners. The successful candidate will be responsible for the following major duties and responsibilities: As a key leader within the group, drive the development of governance and funding strategies for actions that promote the success of the IC Data Strategy, ensuring progress through action plans. Monitor progress, and incentivize partners for engagement and accountability. Engage and influence key stakeholders by guiding strategic investment discussions in alignment with advancing data governance and tradecraft across the IC that drive key mission and national security outcomes. Lead, oversee, plan, and develop the implementation of interagency information sharing activities and programs that coordinate and integrate the competing requirements and priorities of multiple stakeholders. Lead the planning, identification, and development of effective solutions to intelligence access issues experienced by departments throughout the IC and U.S. Government. Provide oversight and leadership in the planning, development, and implementation of programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy. Continually expand personal expertise with regard to the development and implementation of information sharing tools, technology, plans, and policies to facilitate the cooperation and effective coordination of the Office of the Director National Intelligence (ODNI), the IC, DoD, and other U.S. Government agencies. Advise and engage senior IC leadership on strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; lead and oversee the communication of emerging strategic issues and trends, independently evaluate against IC strategic elements, and make recommendations for improvements. Develop near/mid/long-term strategy documents that provide guidance to needs/requirements and resource/investment planning and programming staff elements and activities. Oversee the calculation and forecasting of the future costs of systems, projects/programs, resources, to support independent studies, key strategic programs, investment decisions, and various management reviews (e.g., milestone reviews, budget reviews).

Qualifications

Mandatory Requirements: Experience in planning and programming for the Federal Budget Cycle, with knowledge of the Consolidated Intelligence Guidance, Intelligence Budget and Planning Guidance, and the Directors Strategic Intelligence Priorities processes. Superior ability to identify emerging information sharing trends and issues, as well as the ability to assess the influence of these trends and issues on the effectiveness of U.S. Government programs. Expert experience leading strategic planning, managing, and directing the successful efforts of a government or private organization or demonstrated experience in technical collection, collection system development, requirements policy development and requirements management. Superior ability in developing effective professional and interpersonal relationships with peers and colleagues in ODNI, the IC, and U.S. Government, and to earn their confidence and trust. Superior-level interpersonal, organizational, and problem-solving skills, including a superior ability to work effectively at the highest levels within an interagency environment on complex issues requiring sensitive negotiations and consensus-building. Superior ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving information sharing across the U.S. Government. Superior ability to balance responsibilities among assigned activities; including the ability to manage transitions effectively from task to task, and proven adaptability to varying customer needs. Outstanding interpersonal and negotiation skills, and the ability to build consensus, work effectively, and independently exert influence to major stakeholders. Desired Requirements: Work or background in data management, knowledge management, analytic management, data management, technology management, information sharing and safeguarding strategies, policies, and standards within the IC strongly desired. Strategy and plans experience at the office level or above at the ODNI or within an IC element. PM II or COTR II certification or willingness to obtain within 12 months of accepting the position. Bachelor's degree or equivalent experience in strategic planning, government budgeting and finance, project management, business management, or another related field. Some Telework may be available to meet mission need.
