The principal function of the position is to be the primary resource of expertise in all Equal Employment Opportunity (EEO) matters at this health care system including all of its community based outpatient clinics (CBOCs). The incumbent is responsible to the health care system Director for program development, administration, evaluation, and advisory functions.
Duties
Major duties include but not limited to:
Responsible for developing, planning, directing, coordinating, reviewing, monitoring, evaluating and updating program activities.
regularly identifies and provides workable solutions to systemic problems, as well as individual cases in the EEO arena.
Provides guidelines for the Affirmative Employment Plan (AEP), develops statistics upon which goals are based and provides advice and guidance on the interpretation and application of EEO regulations.
Serves as technical advisor to the Special Emphasis Program/Diversity and Inclusion Committee.
Develops appropriate EEO training programs to orient supervisory personnel regarding EEO rights and responsibilities in the Federal government.
Provides training to new employees in the overall EEO Program, Prevention of Sexual Harassment, Discrimination Complaint Process, Cultural Diversity Awareness, and the Alternative Dispute Resolution (ADR) Program.
Attends community outreach with/for MVPC when needed and keeps the health care system Director apprised of trends impacting minority veterans.
Perform other duties as well.
Work Schedule: Monday-Friday 8:00am-4:30pm or 7:30am-4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: apply managerial and technical EEO knowledge and skills sufficient to manage an EEO Program that, in addition to meeting basic regulatory requirements, focuses on the solution to systemic problems, eliminates barriers to EEO including agency management policies and practices, and provides advisory and consulting services designed to effect major changes; Skill in written and oral communications sufficient to prepare and present findings, recommend or carry out specific actions regarding complex issues, develop and provide program training, and prepare program instructions; establish and maintain effective relationships with and gain confidence and cooperation of employees, supervisors, and managers on complex EEO issues; VA organizational structure and mission(s) of the VA, and skill in analyzing the composition of the workforce according to organizations, occupations, lines of progression, grade and pay levels, race, sex, etc., to identify employment opportunities, determine impact of personnel and other management policies and practices on the EEO Program.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Regular and recurring work generally involves sitting at a desk and sitting in conferences and meetings except for occasional visits to activity work sites. Occasional use of automobile and public conveyance may be required. No special physical exertion is required.
