The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Major Duties and Responsibilities:
The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.
Lead and manage Community-wide strategic analysis on issues focused on and related to Europe. Serve as subject matter expert and advise the DNI on European issues and European approaches to global security challenges in support of the DNI's role as the principal intelligence adviser to the President.
Oversee IC-wide production and coordination of National Intelligence Estimates and other community papers (IC Assessments, and Sense of the Community Memoranda) concerning European issues at both the individual country level and regional level.
Engage with senior policymakers to convey intelligence assessments and priorities in support of US policies and interests.
Regularly author analytic assessments of critical European issues for the President, DNI, and other senior policymakers.
Develop and sustain a professional network with IC analysts and analytic managers to ensure timely and appropriate intelligence support to policy customers regarding European issues.
Brief senior IC members, policymakers, military decisionmakers, members of Congress, and other major stakeholders as necessary on European Establish and manage relationships with academia, the business community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of European regional issues.
Represent the DNI and the NIC in various fora with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives.
Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding professional development opportunities.
Qualifications
Mandatory Requirements:
Recognized expert on Europe and knowledge of the IC's analytic community following Europe.
Superior ability to direct interagency, interdisciplinary IC teams against a range of functional and/or regional analytical issues.
Superior interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects.
Expert ability to work with and fairly represent the IC when analytic views differ among agencies.
Superior communication skills, including ability to engage openly with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, to give oral presentations and to otherwise represent the NIC in interagency meetings.
Superior leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support professional development of all levels of personnel.
Superior critical thinking skills and the ability to prepare finished intelligence assessments and other written products with an emphasis on clear argumentation, organization, concision, and logical presentation.
Exceptional writing and argumentation skills
Perform personnel management responsibilities with a focus on building a high performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.
