This position is located at the Black Hills VA Health Care System in the Health Administration Service line, serving as the Patient Services Supervisor. The purpose of the Supervisory Program Specialist i.e., Supervisory Health Administrative Specialist on Duty (HOD) is to provide a continuum of supervision and program management for a broad and complex range of enrollment and eligibility functions.
Duties
Major duties include:
Provides direct supervision of ten Health Administrative Specialists on Duty (HOD), and 1 Lead HOD
Exercises the Medical Center Director's prerogative in medical administrative matters and issues that may arise during off tour hour
Maintains continuity of functions and provides full medical administrative support during other than normal tours of duty to clinical and administrative medical center staff
Provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources
Administers programs concerning matters of equal opportunity, merit promotion, labor management relations, and position management
Serves on multiple committees and performance improvement teams as assigned by senior management
Initiates and develops contacts within the VA system such as the Health Eligibility Center, Consolidated Patient Account Center (CPAC), VA Regional Office, Office of Community Care, Veterans Transportation Program Office, as well as outside Veteran organizations, state & local government agencies, community organizations, and vendors to facilitate HAS programs, goals, and objectives
Conducts all phases of management of program activities, evaluates results, and initiates changes as needed
Work Schedule: Monday-Friday, 7:00 a.m. - 3:30 p.m. with the potential for rotating shifts up to 12 hours (work hours may be further discussed during the interview)
Telework, Ad Hoc: Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: providing supervision to staff such as evaluating work performance, assigning work based on priorities, providing advice and counseling, etc.; planning, managing, and directing all technical and administrative activities/issues associated with enrollment, eligibility, health benefits, death details, and/or emergency transportation; coordinating the preparation and submission of recurring monthly, quarterly and annual reports, management briefings, summaries, and a wide variety of non-recurring reports; and performing administrative functions such as conducting surveys of utilization of space, personnel, equipment, developing operational programs and developing and managing positions within the section. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree, LL.M., or equivalent doctoral degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

The work is primarily sedentary there may be some walking, standing, bending, and carrying moderate items such as medical records and papers.
