This position is located at the Kayenta Health Center in Kayenta, Arizona within the Navajo Region Human Resources, Indian Health Service. The position serves as a Human Resources Assistant providing a variety of Human Resources (HR) management support services. The incumbent contributes to the Service Unit's mission by providing administrative and technical support to higher graded HR Specialists in two or more specialty areas.
Duties
Classification: Assists HR specialists and/or supervisory officials, actions officers by performing technical and administrative work in support of position classification programs and functions.
Duties may include: locating, reviewing, retrieving, and summarizing information from classification standards and position descriptions; maintains master position description files and the online Position Description Library; provides a variety of general information regarding position classification functions and processes.
Recruitment and Placement: Assists HR specialists and/or supervisory officials, and action officers by performing technical and administrative work in support of recruitment and placement programs.
Duties may include: developing and issuing vacancy announcements; screening applications to determine completeness and basic eligibility; preparing certificates of qualified candidates; generating receipt acknowledgements and final action responses; performing qualifications analysis and rating on lower-grade positions as assigned; conducting and/or assisting in the conduct of rating panels; coding and processing personnel actions; preparing pre-appointment packages; in-processing employees; and providing a variety of general information regarding recruitment program functions, processes, and procedures.

Duties may include: interviewing employees and/or managers to obtain background information regarding specific incidents; summarizing relevant facts for HR specialists; informally resolving recurring issues by explaining basic HR policies (i.e., approvals of sick leave); providing alternative approaches to resolve simple problems and/or providing appropriate employee referrals.
Personal Identity Verification (PIV) process: Acts as The Registrar in the PIV process. Captures the Applicant's fingerprints, biometric information, and photo. Scans and validates the I-9 documents, ensuring agreement between the Applicant's name and information appearing on the I-9 documentation.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
NOTE: Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable. Graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
GS-06: One (1) year specialized experience equivalent to at least the GS-05 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: answer inquiries concerning job vacancies for which applications are being accepted; apply appropriate rules and regulations to determine pre- employment requirements; review documents for accuracy and completion. Assisting applicants with troubleshooting technical issues within the online application system. Processes personnel actions and utilizes other pre- and post-employment HR systems in order to track actions and make appointments.
GS-07: One (1) year specialized experience equivalent to at least the GS-06 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: have specialize experience in understanding and applying technical knowledge of numerous human resources guidelines, regulations, instructions, directives, procedures, policies and precedent situations involving the interrelationship and impact of various human resources actions; coordinating human resources transactions on a daily basis with management officials, technicians, in support of working with HR Specialists to accomplish a wide range of human resources transactions related to recruitment, and placement; advising and providing comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment and placement.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
