This position serves as a Supervisory Health Science Specialist (Deputy Associate Chief of Staff; Deputy ACOS/R&D) established within the Office of the Associate Chief of Staff (ACOS) for Research and Development (R&D) in the VA Ann Arbor Healthcare System (VAAAHS). The primary purpose of this position is to be responsible for the establishment, review, and coordination of policies and procedures pertaining to strategic planning and compliance oversight for Research and Development.
Duties
MAJOR DUTIES AND RESPONSIBILITIES
The program at VAAAHS comprises of approximately 400 active research projects under 150 active research investigators. Annual research support totals about $18.7M of direct VA support and a total research budget of $25M (including National Institutes of Health [NIH], Department of Defense [DoD], industry, nonprofit, and University funded programs) and the balance administered by the VA-affiliated non-profit research corporation (VA-NPC) Veterans Education Research Association of Michigan (VERAM), and the academic affiliate (University of Michigan). The Deputy Associate Chief of Staff duties and responsibilities include but are not limited to the following:
Direction & Strategic Planning 40 %
Has technical and administrative responsibility to provide staff supervision and evaluate all health-related programs and management policies pertaining to the agency. Participates in long-term strategic planning and exercises delegated decision making authority for resource management of the agency's research and development programs and policies and is responsible for evaluating the impact of current research standards on programs.
The Deputy ACOS/R&D monitors the effectiveness of the interactive systems and procedures necessary to advance the research program in accordance with all principles, rules, and regulations affecting research within the VA. Likewise, the Deputy ACOS/R&D monitors the effectiveness of the interactive systems and procedures necessary to advance the research program regarding NIH, DoD, FDA and other national rules and regulations. The Deputy ACOS/R&D also evaluates research productivity and the contributions of programs to the goals of the VAAAHS and the agency. In this capacity, the Deputy ACOS/R&D exercises oversight of programs, principal investigators, and their staff.
This position establishes guidelines and performance expectations for principal investigators and their staff, which are clearly communicated through the formal employee performance management system. Other duties include observing and evaluating the performance of principal investigators and their staff, conducting work performance critiques, and providing formal or informal feedback.
Supervision 25 %
Plan work to be accomplished by subordinates; set and adjust short-term priorities, and prepare schedules for completion of work.
Evaluate work performance of subordinates;
Give advice, counsel, or instruction to employees on both work and administrative matters;
Interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions;
Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager;
Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases;
Identify developmental and training needs of employees, providing or arranging for needed development and training;
Find ways to improve production or increase the quality of the work directed.
Compliance 20 %
Recommends long-range schedules, priorities, and deadlines for a variety of regular and special work assignments.
Formulates and issues written instructions, standard operating procedures, and special instructions for non-routine or complex assignments or to clarify published guidelines.
Establishes operating guidelines to implement procedures and methods in delivering services or completing maintenance projects to maintain research program accreditation and to maintain regulatory compliance in all areas of expertise.
Resolves technical work problems not covered by precedents or established policies.
Works with other research and medical center staff with a goal of increased patient and customer satisfaction frequently requiring independent assessment of work and facility condition.
National/International Liaison 15%
Serves as liaison on behalf of the R&D Service with medical center services and other local and national agencies in all matters dealing with research standards and related issues. This includes representing the R&D on related task forces, at professional conferences, and appropriate meetings. It also includes interactions with the VA Central Office, DoD, NIH, nonprofit foundations, and private industry.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8:00 am - 4:30 pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

Individual Occupational Requirements:
Basic Education Requirements: You must first meet Basic Education Requirements for this position as described below.(Transcripts are REQUIRED) Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Initiating policies, procedures, and organizational structures necessary to achieve the stipulated goals. Planning, developing, and directing the complex scientific and administrative activities necessary to advance the program. Observing and evaluating the performance of principal investigators and their staff, conducting work performance critiques, and providing formal or informal feedback.
