This position bears responsibility for all non-clinical administrative activities and serves as the Administrative Officer (AO) and primary assistant to the Chief, Diagnostic Imaging Service (DIS) and provides administrative support to the Chief Technologist. The AO is responsible on selected clinical functions, all administrative functions for the service and provides guidance and support for the clerical staff of the service.
Duties
Administrative Officer duties consists of but is not limited to:
AO acts as the liaison with the human resources office concerning personnel related matters. Participates in personnel administration operations such as position classification, grievance procedures, performance standards and disciplinary actions.
AO plays a key role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements.
Keeps managers informed of the status of on-going personnel actions. Assists the Chief in administering actions concerning merit promotion and position management. Participates in the analysis and interpretation of workload and other data used in resource planning. Provides DIS
Chief, Chief Technologist and SORT with constant updates to performance appraisals, functional statements, mandatory training changes. Procures sample position descriptions and functional statements as need for the service, as the needs change.
Provides for the overall non-clinical administrative management of the service. This includes interpreting administrative policies and developing and implementing local policies. Coordinates the establishment of goals, objective, and long-range plans for the office. Together with the Service Chief and Chief Technologist, discuss an annual goal-setting session, which leads to the development of the final operating plan. Provides assistance to develop new technologies and modalities through vendor contact after consultation with the DIS Chief, Chief Technologist and SORT. Evaluates and monitors administrative activities and makes substantive recommendations for program improves. Ensures effective use of office staff and recommends needed changes to enhance central support services.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday to Friday 8:00 am to 4:30 pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
For GS-11
Specialized Experience: Must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops guidance on techniques for management and methods improvement.- Analyzes and advises on proposed reorganizations or realignment of functions.- Develops manuals and directives covering the administrative aspects of the service.. OR
Education: Have successfully completed Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. NOTE: If using education combined with specialized experience to qualify, a copy of your transcripts is required.
OR
Combination: Possess equivalent combination of successfully completed doctoral degree and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcripts is required.
For GS-12
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintains effective measures of staff competency and performance improvement in accordance with the Health Care System's established performance improvement program.- Ensures compliance with all applicable accrediting organizational standards.- Develops procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Physical Requirements: Work involves bending, stooping, standing, walking, carrying less than 15 pounds and using a
