About the Position: As a Lead Construction Control Representative you serve as an Quality Assurance Subject Matter Expert (SME) with full responsibility associated with the operations and maintenance, construction, and remediation projects at the Niagara Falls Storage Site Integrated Technical Office (NFSS ITO).
Duties
Conducts detailed inspections of construction activities of the complex and unique work performed at Niagara Falls Storage Site (NFSS ).
Makes daily checks of Contractor's work for overall compliance with plans and specifications, approved project plans and procedures, and other contract and construction requirements.
Provides oversight and inspection of construction and remediation operations to ensure proper quality and quantity of material and equipment, workmanship, adequacy of contractor's methods, procedures, and operations.
Reviews preliminary plans and specifications, technical manuals, and cost, prior to advertisement for practicability, anticipated physical obstructions, other construction difficulties, ambiguities, and availability of selected materials.
Develops inspection plans based upon projected construction schedules; establishes timeframes and priorities for accomplishing the work; schedules assignments to ensure required coverage; and revises schedules as needed.

Specialized Experience: One year of specialized experience which includes: handling construction issues on major civil work navigation structures; inspecting materials and workmanship and overseeing field efforts in quality assurance; and ensure adherence to construction safety requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
