This position is located in Region 6, on the Malheur National Forest, Prairie City Ranger District in Oregon.
The duties of this position are located on a Ranger District and are predominantly leadership, organization, collaboration, and NEPA compliance within the Recreation, Visitor and Information, and Geographic Information System Programs.

Duties
Conducts resource management planning efforts with internal specialists and external agencies, partners, permittees, and project proponents.
Revises project plan and operations for consistency with strategies and project emphasis.
Responsible for coordinating and ensuring completion of project budgeting, cost recovery and other applicable agreements.
Conducts oversight and inspections of reports and work products for compliance with policies, plans, regulations, and work planning timeframes.
Leads, develops, organizes, and implements complex projects. Responds to changes in a dynamic manner ensuring the project continues to move toward resolution and/or implementation.
Leads recreation related project(s) following the National Environmental Policy Act process including facilitating interdisciplinary team accomplishments with appropriate timeline adherence.
Responsible for ensuring expenditures are legal, meet charged-as-worked, and remain within budget limits.
Develops, organizes, and implements functional long-range planning and short-range action plans, and periodically revises program operations for consistency with strategies and timeframes.

Qualifications

Specialized Experience Requirement:
For the GS-11: Applicants must have at least 1 year of specialized experience equivalent to the GS-09 level in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Assisted senior specialists in the planning, coordination, and/or supervised management of an assigned portion of a project. Reviewed and analyzed project information and studies basic project requirements to understand the scope of assigned work. Analyzed problems through use of automated systems. Used various computer hardware and software to develop skills and to accomplish assigned tasks. Compiled and compared technical and other data for use by a variety of sources such as supervisors, senior managers or other interested parties at the local level or higher headquarters.
OR
Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education such as Business, Forestry, or LL.M.
OR
Have an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
