THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION
This National Guard position is for a BUDGET OFFICER (TITLE 5), Position Description Number T5152P01 and is part of the FL USPFO, National Guard.
Duties
As a BUDGET OFFICER, GS-0560-12, you will serve as a technical expert regarding all phases of budget functions including the interpretation, application and implementation of budgetary principles, procedures and guidelines. Provide executive direction and review of budgetary operations. Serve as principal staff advisor to the senior leadership and top management personnel regarding maintaining a balance in the efficiency and economy of operations in accomplishing programmed objectives. Direct the review and oversight of budget formulation, justification and execution, requiring the frequent contact with top management personnel. Develop, prepare and present analyses and summaries of budget performance for management through such forums as resource advisory committee briefings, presentations, conferences and inspections. Participate in policy development and program planning for National Guard activities, including recommending major reprogramming of funds to the senior leadership to ensure a fund balance is maintained and resources are efficiently used. Interpret guideline materials and instructions issued by Office of Management and Budget (OMB), Congress, Department of Defense (DoD), National Guard Bureau (NGB), etc. Issue supplementary guidance. Ensure policy conforms to existing precedents, practices and policies issued by higher authority. Review, consolidate, approve, modify or disapprove budgetary data and reports submitted for consistency with guidelines, reasonableness and accuracy. Present budgetary briefings with supporting statistical data to senior leadership who use the data to defend budget and manpower requirements before making decisions. Present the command position and defend budget requirements to visitors and budget examiners. Oversee budgetary operations. Monitor the current year's budget operations through monthly management indicators and staff visits. Inspect budgetary operations to determine the adequacy of staffing based on current and forecasted workloads, recommending changes as appropriate. Investigate general efficiency and performance, assuring compliance with prescribed procedures and functions. Furnish advice and assistance in problem areas and attempt on-the-spot corrections, recommending improvements where warranted. Report findings to the Financial Manager and discuss recommended actions to improve the operation of the budget function. Prepare written reports regarding findings and recommend required corrective actions. Continually furnish advice and assistance by telephone or through correspondence to management personnel and direct corrective actions on budgetary problems. Provide guidance and participate in policy and program development.
Requirements

- Incumbent must possess or be able to acquire the appropriate level security clearance for this position.
- Enrollment in Direct Deposit is mandatory.
- Selectee must be Financial Manager Level 2 qualified within 2 years of employment.
- Candidates must possess a valid State driver's license for the State in which they live or are principally employed.
- You must upload your most recent SF 50 (e.g. General Adjustment) to be considered.
Qualifications
AREA OF CONSIDERATION: This position is in the Exceptive Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)" and is open to on board (Tenure 1, 2 and 3) Federal employees/technicians (T32 and T5) within the agency. Tenure can be located in block 24 on your latest SF 50.
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

SPECIALIZED EXPERIENCE: GS-12 must have at least one year of specialized experiences at the GS-11 level or the equivalent which provides knowledge and/or experience, education, or training that provided in-depth knowledge of financial principles and procedures; candidate must have a comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements; candidate must have expanded experiences and training that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures; some positions at this grade level require at least 12 months of broadening finance, accounting, or audit program experiences in leading, planning and scheduling program work in a manner that promotes an even flow and distribution of assigning work requirements; experiences may include training and guiding employees on finance programs and assigning tasks; experience in structuring assignments that created effective and efficient procedures with measured and improved task processes
TEMPORARY PROMOTION - For Title 5 selectees only: This is an obligated position. If a permanent employee is in the Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once the Technician returns to his/her original position. If the Technician, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT - For Current Title 32 selectees only:This is an obligated position. If an on-board individual employed in the Title 32 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the Technician exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the Technician, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.
INDEFINITE APPOINTMENT - Florida State National Guard Members (Not Current T5 or T32 Onboard):This is an obligated position. Selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the Technician exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the Technician, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.
