These positions are located in Yosemite National Park, in the Division of Business and Revenue Management, Concessions Management Branch.
Duties
Major Duties include:
Administer multi-million dollar concessions contracts for the park's concessions program, which includes preparing detailed and specialized prospectus documents.
Formulate funding needs and develop long-term plans for the effective management of concession programs and expenditures at the park level.
Provide assistance and direction to park managers and staff regarding commercial services (e.g. development of concession operating plans, contract issues).
Review and/or analyze information related to concessioner operations, including operations costs and revenues, staffing levels, size of operation, and fulfillment of contractual financial obligations.
Duties will be developmental in nature when filled below the full performance level.
Promotion Potential: Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Yosemite National Park, California, known worldwide for its spectacular natural beauty is the backdrop for this position. Sitting astride the Sierra Nevada Mountains, the park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000-foot-high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4,000 feet and 2,200 feet in El Portal. The park is open year-round with the majority of activities occurring during the busy season March through October. Qualifications
All qualifications must be met by the closing date of this announcement-11/29/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) assisting in the administration of a commercial services program (concessions, commercial use authorizations, leases); (2) serving on evaluation panels for new concessions contracts or leases; (3) understanding appropriate fee expenditure requirements; and (4) communicating information to internal and external stakeholders about program processes and requirements. You must include hours per week worked.

EDUCATION: Successful completion of at least two full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree, with a major study in a field such as business administration, finance, accounting, contracting, or other closely related subjects related to the work of this position, which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Eighteen semester hours or 27 quarter hours or the number of credit hours the school attended has determined to represent 1 year of full-time study is considered to be equal to 1 full year of graduate education.) You must include transcripts.

Successful completion of a combination of education and experience as described above. Note: Only graduate education in excess of the first year (18 semester hours) is creditable toward meeting the experience requirement when combining experience and education. You must include transcripts.
To qualify for this position at the GS-11 grade level, you must possess of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) assisting in developing requests for proposals for hospitality and/or food service operations; (2) advising stakeholders on how to comply with applicable regulations and policies; (3) providing financial technical assistance for commercial service operations; and (4) assisting project managers with their duties to develop concessions contracts. You must include hours per week worked.

EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree with a major study in a field such as business administration, finance, accounting, contracting, or other closely related subjects related to the work of this position, which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. You must include transcripts.

Successful completion of a combination of education and experience as described above. Note: Only graduate education in excess of the second year (36 semester hours) is creditable toward meeting the experience requirement when combining experience and education. You must include transcripts.
To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) developing requests for proposals for hospitality and/or food service operations; (2) reviewing commercial service contracts for accuracy; (3) providing technical assistance for the commercial service operations; and (4) performing strategic planning related to commercial services development. You must include hours per week worked.
There is no substitution of education for experience at the GS-12 grade level of this announcement.
