The Special Security Representative (SSR) in the Office of Operation, Security, and Preparedness (OSP) works under the direction of the supporting Special Security Officer (SSO) and is responsible for the day-to-day management and Implementation of Sensitive Compartmented Information (SCI) security and administrative Instructions for a separate location or subordinate Sensitive Compartmented Information Facility (SCIF).

Duties

Performs operational and staff level functions including aspects of the Department Personnel and Information Security Programs and Policies under the requirements of Executive- Orders 10450, 12356, 12968, and 13292. Develops and assists the SSO in implementing policies, procedures, programs, and standards as required to ensure the efficient and effective implementation of Personnel Security Program directives and reporting requirements. Reviews applicable policy and procedural issuance of the Office of Personnel Management (OPM), Information Security Oversight Office, and the Director of National intelligence (DNI) to determine the need for Implementation within the VA Personnel and Security Programs. Oversees Sensitive Compartmented Information (SCI) processing and programs to verify and transmit security clearance information to stakeholders, interface with the SSO on administrative and security matters. Conducts a continuing SCI security education, training, and awareness program. Ensures proper SCIF accreditation procedures and record maintenance, properly maintained emergency plan, and self-inspection program. Maintains continuing contact with non-SCI security officials as necessary. Maintains physical security measures (e.g. locks and ICIDS-11 alarms). Periodically Inspects SCIF spaces to ensure compliance with Executive Orders 10450, 12356, and 13292 and alt OSP/OEM guidelines/policies. Serves as witnessing official for destruction of Top Secret/SCI Information. Represents VA at interagency engagements pertaining to National Security Programs, tactfully and effectively coordinates with multi-staff level personnel and exercise extensive independent judgment. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. For a GS -13 position, you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized Experience for the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops and assists the SSO In implementing policies, procedures, programs, and standards as required to ensure the efficient and effective implementation of Personnel Security Program directives and reporting requirements. Provides guidance and assistance for processing SCI position and eligibility requests. Periodically Inspect SCIF spaces to ensure compliance in accordance with Executive Orders and Department/Agency guidelines/policies. Conducts continuing SCI security education, training, and awareness program to ensure all SCI Indoctrinated Individuals are kept apprised of the requirements and guidelines for protecting SCI. Maintain physical security measures, to Include combination locks, cipher locks, and the Integrated Commercial Intrusion Detection System (ICIDS-111) alarms. Serves as the official channel for certifying and receiving SCI visitor clearances and accesses. Specialized Experience for the GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop and assist the SSO In implementing policies, procedures, programs, and standards as required to ensure the efficient and effective implementation of Personnel Security Program directives and reporting requirements. Provide guidance and assistance for processing SCI position and eligibility requests. Conducts continuing SCI security education, training, and awareness program to ensure all SCI Indoctrinated Individuals are kept apprised of the requirements and guidelines for protecting SCI. Maintain physical security measures, to Include combination locks, cipher locks, and the Integrated Commercial Intrusion Detection System (ICIDS-111) alarms. Review applicable policy and procedural Issuance of the OPM, Information Security Oversight Office, and the Director of National intelligence (DNI) to determine the need for Implementation within Personnel and Security Programs. Provides recommendations to management concerning the impact on the Department/Agency of such issuance, and on alternative courses of action. Carries out follow-up actions necessary for the completion of special projects. Conducts special studies and evaluates the findings of which may impact on Department/Agency policies and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: A majority of the work Is accomplished while the employee Is seated at a desk or table. Walking or standing may occur in the course of a normal workday in connection with attendance at meetings and conferences.
