You will serve as a FINANCIAL MANAGEMENT ANALYST in the NSTC FLAG HEADQUARTERS of NSTC GREAT LAKES.
Duties
You will review problems received and recommend alternative solutions for matters identified in travel program.
You will answer complex and non-routine questions on topics ranging from software use, entitlements, travel policy issues, transaction problems, and payment problems.
You will serve as liaison between DFAS and travelers to resolve travel settlement issues.
You will ensure supporting documentation attached to authorizations and vouchers is complete and satisfactorily meets audit requirements and standards.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing and controlling actions within the travel system to include conducting training to staff members, answering complex and non-routine questions, and solving problems; 2) Applying local policy, procedures, and regulations for travel programs; 3) Ensuring travel cost estimates are within funding allocations and approving travel authorizations and vouchers; 4) Processing and executing procedures necessary for successful daily operation of travel programs; and 5) Performing financial management actions within accounts such as payments, certifying invoices for payment, and performing audits.
GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in the application of basic principles, concepts, and practices of financial management sufficient enough to conform to local policy, procedures, and regulations for travel programs; 2) Communicating information clearly and effectively in both oral and written formats; 3) Gathering and analyzing basic facts to draw conclusions; and 4) Assisting with actions within the travel system to include conducting training to staff members, answering complex and non-routine questions, and solving problems.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-07:
1 full year of graduate level education;
or
superior academic achievement.
GS-09:
master's or equivalent graduate degree;
or
2 full years of progressively higher level graduate education leading to such a degree;
or
LL.B. or J.D., if related.
